GENERAL PURPOSE:

As Deputy Director of Public Works – Engineering, the position is responsible for assisting the Department Head in the efficient and effective operation of the Engineering, Parking, and Electrical  Divisions of the Department of Public Works. This includes the planning, organizing, directing, budgeting and supervising of divisional employees and programs.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Assists the department head in the preparation of the Department’s annual budget request;

Supervises the expenditure of Departmental appropriations;

Assists the department head in formulating and prescribing work methods and procedures to be followed by Departmental employees;

Assists the department head in appraising conditions of work and taking the necessary steps to improve Departmental operations;

Assists in the review and approval of Public Improvements for Land Developments (Subdivisions and Site Developments);

Prepares reports and summaries of ongoing Departmental programs and projects;

Confers with and advises subordinates on difficult work problems, the development and implementation of new work procedures and policies, and methods of coordinating Departmental services;

Develops programs, goals, and training courses for each of the various divisions;

Directs divisional activities toward the fulfillment of established Departmental goals and objectives within current priorities;

Attends professional society meetings and participates in panel discussions;

Performs public relations work promoting Departmental services;

Keeps informed of current development in the field of Engineering, particularly new legislation, recent court decisions, and various governmental, administrative decisions which might affect Departmental operations;

Responsible for the supervision of all employees of the Engineering, Parking, & Electrical Divisions;

Organizes and performs field work associated with the construction of bridges, pavements, and other public works projects;

Plans and coordinates engineering phases of construction projects;

Assigns, supervises, and inspects the work of the civil engineers, engineering aides, electrical division, parking superintendent, employees of the parking division (full and part time);

Plans and coordinates the maintenance and operation of all city owned parking decks, lots and parking spaces within the city;

Prepares schedules and supervises construction for Engineering Division projects;

Investigates major complaints regarding the maintenance of streets, alleys, sidewalks and drainage;

Organizes, assigns, supervises and inspects the work of all divisional employees and contractors engaged in street repair maintenance and construction;

Supervises the collecting, tabulating and analyzing of traffic information;

Reviews and makes recommendations regarding traffic ordinances;

Participates in coordinating engineering aspects of major improvements with private consulting engineering firms, other City departments and County and State agencies;

Performs work as assigned by the Director of Public Works.

REQUIRED QUALIFICATIONS:

Education and Experience (Or equivalent combination)

A minimum of 4 years of experience in the design, construction and management of municipal or industrial civil engineering works;

A comprehensive and broad knowledge of the modern principles and practices of the fields of civil engineering, traffic engineering, and street division fields;

A Bachelor’s degree in Civil Engineering or a related field;

Registration as a professional engineer within the State of Illinois or the ability to obtain an registration in the State of Illinois within six (6) months of hire is required;

Good knowledge of computers and electronic data processing and software, such as Outlook, Excel, Word, MS Office, etc.

Ability to provide leadership and to plan, schedule and supervise the work of a group of skilled, semi-skilled, and unskilled workers and equipment operators in performing a variety of public works tasks;

Ability to express ideas clearly and concisely both orally and in writing;

Physical skills necessary to perform the duties of the position;

Valid State of Illinois Class D Driver’s License is required;

SKILLS, KNOWLEDGE AND ABILITIES:

Skills in technical, financial and personnel management;

Skills in effective oral and written communications and in preparing and presenting detailed reports with pertinent recommendations;

Knowledge of public works, transportation, traffic control/electrical systems and related construction procedures and methods;

Knowledge of municipal budgeting procedures;

Ability to establish and maintain effective working relationships with employees, City officials and the public;

Good judgment, thoroughness and dependability;

Any equivalent combination of experience and training which provides the required knowledge, skill and ability.

ESSENTIAL FUNCTIONS, TOOLS AND EQUIPMENT USED:

Ability to operate required office equipment in order to send out and receive information with necessary optical, auditory, and manual dexterity;

Ability to walk, stand or sit for an hour or more at a time;

Ability to drive an automobile, van or truck on public roads and highways;

Ability to proofread and check documents for errors;

Ability to use a keyboard to enter, retrieve or transmit words or data;

Ability to closely examine a computer screen or written reports;

Ability to read, comprehend and speak English and be able to demonstrate college level reading skills;

Ability to talk, hear and use hands to finger, handle, or feel objects, tools, or controls and to reach with hands and arms, and occasionally is required to walk, stoop, and bend or reach from a standing or stooping position. Specific vision abilities required by this job include close vision and the ability to adjust focus; must be able to occasionally lift and/or move up to 50 lbs.

SPECIAL REQUIREMENTS

Valid State of Illinois Class D driver’s license.
