SUMMARY
This position provides a high degree of internal/external consulting for City projects and operations as a subject-matter expert in a specialized field. Work involves some project management functions with emphasis on providing guidance and support to projects in planning, design, and regulatory oversight. This position provides technical assistance and serves as a lead or supervisor over technical and administrative staff.
MAJOR DUTIES AND RESPONSIBILITIES
• Provides professional and technical instruction, guidance, and information to consultants, contractors, engineers, City officials, and the public regarding planning, design, regulatory issues, engineering principles, and standard practices; serves as subject matter expert.
• Leads and mentors engineering and technical staff; may supervise the work of professional, technical, and administrative staff.
• Provides technical expertise in the development and implementation of policy and standards regarding engineering principles and practices for public and private development within the City.
• Develops and maintains list of potential infrastructure projects for a program or division; analyzes and prioritizes projects for maximum impact and return on investment.
• Conducts or supervises the review of hydraulic modeling, planning, and engineering studies in support of project analysis and design; prepares reports with analysis and recommendations.
• Develops preliminary design for sanitary sewer systems.
• Develops maps and other tools in Arc GIS Pro
• Ability to build and run hydraulic modeling software.
• Designs engineering specifications for projects.
• Identifies project resources and estimates project costs.
• Reviews work of architects, engineers, and other project service providers; makes design modifications; ensures regulatory compliance; and approves project design.
• Communicates among owners, public, project managers, contractors, and other interested parties in order to obtain input, provide feedback, exchange information, and report project status; attends/facilitates public meetings on projects; and addresses related concerns of homeowners.
• Performs administrative tasks, such as: approving contracts, invoices, or payments; addressing billing problems; and handling human resource (HR) issues and paperwork.
• Provides technical and professional assistance during projects, such as: sewer overflow reduction; water distribution/transmission improvement; sewer emergency repairs; sewer size and flow evaluations; development of new inventory systems
• Will be the planning group lead in monitoring flow monitors on the sanitary sewer system.
• May also, depending on assigned area: visit sites; check meters for accuracy; develop technical related training; determine when equipment will need replacing; design testing systems; and oversee and administer the Capacity Assurance Program (CAP) program to ensure capacity in the sewer collection system is not exceeded.
• Handles special projects.
• Serves on assigned committees and boards; assists with ISO 9001 certification.
• Performs other related job duties as assigned.
KNOWLEDGE, SKILLS & ABILITIES
• Knowledge of principles and concepts in area of professional specialization.
• Skill in communication, both verbally and in writing.
• Skill in producing technical reports.
• Ability to apply and direct change control principles to project planning and implementation.
• Ability to build and run a hydraulic modeling software
• Proficiency in Arc GIS software
• Ability to apply fundamental and advance engineering principles to project design or planning.
• Ability to work cooperatively with other city employees and the public.
• Ability to apply conflict resolution techniques.
MINIMUM QUALIFICATIONS
• Bachelor’s degree in engineering, construction management, or a related field from an accredited school.
• Seven (7) years of related work experience in design, technical, and/or planning work preferably in civil engineering or municipal capital improvement projects including one (1) year of supervision or performing as a mentor/team leader for other engineers.
Licenses, Certifications or Registrations:
• Requires a valid driver’s license.
• Requires Engineer-in-Training (EIT) certification; prefers licensure as a Professional Engineer (or equivalent credentials in a field of specialty); may be required depending on assigned area.
CONDITIONS OF EMPLOYMENT
The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.
Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.
Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
