General Description:  Highly complex and specialized engineering/project management work. Duties include planning, coordinating, evaluating and reviewing the work of subordinate engineers, technical employees and Consulting Engineers engaged in the analysis, planning, designing and permitting of Stormwater drainage improvement projects.

Essential Job Functions:

Conducts technical review of stormwater within expected timeframe and established requirements.  Applies appropriate analytical techniques to stormwater projects and prepares reports with sounds recommendations, makes presentations and updates key stakeholders as needed. Understands and applies Stormwater related laws, policies, rules, regulations and guidelines.  Uses hydrology and hydraulics software such as, Interconnected Channel and Pond Routing (ICPR) modeling software and GIS database systems for design, permitting and review of stormwater projects.  Coordinates floodplain mapping.

Participates in the forecast of funds needed for staffing, equipment, materials, and supplies to help the division's annual budget.  Manages consultant work associated with drainage improvement projects and other projects as required.  Prepares project estimates; responds to and resolves difficult and sensitive citizen inquiries and complaints.  Provides technical assistance to citizens groups when requested.  Performs related work as required.

Knowledge, Skills and Abilities:

  • Knowledge of the FDOT principles and practices as applied to the construction and maintenance of highways, bridges and drainage systems; principles of supervision, training, performance evaluation; pertinent federal, state and local laws, codes and regulations; contract writing and review.
  • Knowledge of the County's Land Development Code, Southwest Florida Management District ERP basis of review and permitting procedures, and USDA NRCS runoff computation method is preferred.
  • Ability to prepare clear and concise reports; analyze problems, identify alternative solutions, anticipate consequences of proposed actions and implement recommendations in support of goals; interpret and apply federal, state and local policies, law, regulations and codes; review detailed plans and prepare accurate estimates; understand and follow complex oral and written instruction.

Minimum Requirements:

PHYSICAL SKILLS:  Ability to communicate effectively using verbal, written, and visual communication.  Occasional travel and in-field work may be required.  Work performed in the field may often be in remote and undeveloped areas of the County and under adverse weather conditions. 

EDUCATION, TRAINING AND EXPERIENCE:  Graduation from an accredited college or university with a Bachelor's Degree in Civil Engineering or related engineering field.  Six (6) years' of experience in an engineering design position that involved activities associated with stormwater drainage system design, construction and maintenance. Project Management or supervisory experience required. Experience in the public sector preferred.

LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida driver's license.  Registration as a Professional Engineer in the State of Florida is required.
