The Project Manager will be responsible for reviewing transportation and traffic engineering related items for compliance with Town of Cary codes, ordinances, and standard specifications related to site development as part of a land development review team. This position will also perform difficult professional work participating in the planning, design, construction and project management of a variety of traffic and transportation related projects. Work is performed under the general supervision of the Transportation Engineering Manager and the Assistant Transportation Director.

Typical Tasks

Create and maintain highly effective, positive working relationships with Town staff and citizens, consultants and project stakeholders;
Routinely collaborate with colleagues to project manage transportation-related work, to include brainstorming project approaches, evaluating solutions and working together in a team-based environment to provide a high-quality end result for our citizens;
Manage and operate in a dynamic, fast-paced environment with high expectations for producing quality work, articulating expectations, holding others accountable, and an openness to be challenged and embrace others’ input;
Communicate verbally and in written form, complex and technical information in a way that is understandable and relatable to interdepartmental staff, our citizens and stakeholders;

Oversee and effectively communicate project-related expectations, requirements and deadlines with professional consultants and project teams; develop project budgets and manage contracts, invoicing, payments, etc.;
Work alongside development review professionals to evaluate site and subdivision plans and permits for compliance with the LDO and other regulations and guidelines with a focus on transportation engineering and traffic engineering; tackles technical issues or concerns in a collaborate and adaptive way and communicates pertinent information for rezonings and/or development plans to be considered by the Town Council, Zoning Board of Adjustment and Planning and Zoning Board;
 Perform engineering analyses and studies of technical issues related to land development projects; open to thinking creatively and adaptively about potential solutions;
 Provide technical information, code interpretations and answer complex questions from architects, developers, contractors, and the general public relating to engineering projects, and serve as the point of contact in this process;
 Assist in the administration of the traffic analysis report program associated with rezoning cases and review traffic management plans associated with land development projects or events;
 Coordinate on a bi-weekly basis with North Carolina Department of Transportation (NCDOT) District Engineer's Office to exchange information about development projects;
 Coordinate with other departments and Field Services on constructability issues in the field, field adjustments and compliance with approved development plans as needed;
 Assist in preparation of updates to the Land Development Ordinance (LDO), Comprehensive Plan, Engineering Standards and Specifications, and many other development-related regulations and policies;
 Attend community workshops for rezoning applications as needed to provide information and answer questions regarding Parks, Recreation, and Cultural Resources master plan and Land Development Ordinance (LDO) requirements; Represent the department at the Planning and Zoning Board meetings, and as needed at Town Council Hearings, and citizen group meetings;
 Through various communication avenues, including Cary's 311 system, respond to a variety of citizen concerns/complaints and assist in resolving conflicts with developers, contractors and the general public;
Performs other job-related tasks as required.

Knowledge, Skills and Abilities

Thorough knowledge of the principles and practices of civil engineering as related to the preparation of plans and specifications in the area assigned; thorough knowledge of modern methods and techniques as applied to the design of infrastructure projects; comprehensive knowledge of the principles and practices of contract negotiations and administration; comprehensive knowledge of applicable laws, regulations and standards related to the design and construction of structures; comprehensive knowledge of engineering cost estimating; ability to collaborate with diverse stakeholders; ability to establish and maintain effective working relationships with public sector management, employees, private sector, government officials and the public in an open and collaborative way; ability to effectively and professionally communicate and negotiate complete ideas orally and in writing; ability to effectively listen and utilize interpersonal skills; strong organizational, administrative, and analytical skills; ability to prepare and administer construction and development agreements; ability to perform difficult engineering computations and to make comprehensive recommendations on engineering problems and planning; ability to manage multiple complex projects; ability to perform complex cost calculations.


Minimum and Preferred Qualifications

Requires any combination of education and experience equivalent to graduation from an accredited college or university with a bachelor's degree in Civil Engineering or a closely related field and a minimum of three years progressive experience in planning, analysis, design or construction of public infrastructure. Requires an EI certificate with a PE preferred. Requires a valid driver’s license with an acceptable driving record.

  • Experience in development plan and permit review 
  • Familiarity with the MUTCD, HMC, ITE Trip Generation Manual, and the application of these manuals in the preparation of traffic analyses
  • Development review experience with traffic and/or transportation projects
  • Professional Engineering (PE) License from the state of North Carolina or the ability to obtain within six months.

Work is generally sedentary, in-office work, although some field work may be required for project management oversight. Field work may require the ability to walk, bend, lift, push and/or pull objects up to 25 pounds, reach, climb, and work outdoors in various weather conditions. Typically, some movement throughout Town buildings in order to assist other departments, attend meetings, and respond to questions is required. An employee must be able to hear and talk in order to communicate with the public, elected officials, other employees, and private sector partners. Visual acuity is necessary to read and write typewritten and handwritten materials and view a computer screen.
