To perform engineering services in the project management, planning, design, construction, and maintenance of highways, bridges, parks, and other projects under the jurisdiction of the Racine County Public Works and Development Services Department and to coordinate applications and administration of transportation-related State and Federal funding mechanisms at the County level.

 

 Essential Duties: Essential Duties

  1. Manage highway infrastructure projects from conception through implementation.
  2. Develop, oversee, and review completion of plans, specifications, and cost estimates for highway, park, or other County infrastructure projects in accordance with standards.  
  3. Coordinate project scoping, design, preparation, and construction with internal staff and external partners including consultants and contractors.
  4. Perform contract administration for consultant and contractor engagements. 
  5. Administer State and Federal local transportation aid and infrastructure programs within the County.
  6. Act as senior engineer on construction and maintenance projects and as a resource for staff.
  7. Make field decisions on adjustments necessary to fit plans to existing or unexpected field conditions.  
  8. Facilitate training and mentoring of engineering staff.
  9. Coordinate and review traffic studies.  Analyze and evaluate accumulated data to prepare reports related to traffic volumes, movements, traffic control warrants, speed limits, traffic signing, pavement marking, and other similar matters.
  10. Assist the Engineering Manager with other duties as necessary
  11. Respond to inquiries from other municipalities, other County agencies, and the general public. 
  12. Attend and participate in meetings as they relate to Highway responsibilities.
  13. Maintain professional knowledge and expertise by attending training forums such as workshops, seminars, and conferences.


Supervision Exercised

The Assistant Engineering Manager has functional supervisory responsibility for personnel assigned to an engineering field crew, design team, or project.

Receives supervision from the Engineering Manager.
 

 

 Qualifications: Qualifications

  • A Bachelor's degree from an accredited college or university with major course work in civil engineering.
  • A minimum of five (5) years of work experience within the civil engineering, project management, or related fields.
  • Completion of Wisconsin State Fundamentals of Engineering exam highly desired.
  • Must possess a valid Wisconsin Driver’s license.
  • Prompt and regular attendance. 

 

 

 Knowledge Skills & Abilities: Knowledge, Skills, and Abilities

  • Knowledge in Microsoft Office suite including Excel, Word, PowerPoint is required.  
  • Proficiency with AutoCAD Civil 3D required.
  • Experience managing projects required. 
  • Excellent written and verbal communication skills required. 
  • Effective time management skills required.
  • Contractor, inter-governmental, and stakeholder coordination experience desired.
  • Ability to work well with co-workers, the public, and management at all times through multiple methods including in-person, over the phone, and through email.

  • Frequent (66-100% of workday) sitting, standing, walking, talking, hearing, lifting objects weighing 11-51 pounds, carrying objects weighing 1-51 pounds, pushing/pulling objects weighing 1-20 pounds.
  • Occasionally (1-34% or workday) stooping, kneeling, crouching, climbing, balancing, bending/twisting, reaching, lifting objects weighing 1-10 pounds, pushing/pulling objects weighing 21-51 pounds.
  • Lifting over 51 pounds requires assistance. Assistance means the use of levers, work machines, another person, etc.

 
Work Environment

  • Frequent (66-100% of workday) inside work with protection from weather conditions and outside work in extreme cold and heat with temperature changes.
  • Occasional (1-33% of workday) wet and humid conditions, exposure to mechanical hazards, heights above 12 feet and fast moving vehicles, exposure to dust.
