Job Details

The Associate Engineer and Associate Civil/Traffic Engineer is responsible to perform professional engineering work in the investigation, planning, design, construction, and maintenance and operations of a variety of public works facilities, systems, and projects as well as residential, commercial, industrial, and multi-family building and development projects. 

The City of Modesto has Associate and Associate Civil/Traffic Engineer positions open in our Utilities Department. The eligible list established by this recruitment will be used to fill current and future vacancies in any of the following areas within the City of Modesto: Land Development Engineering, Transportation Engineering and Design, Water Engineering Design, Wastewater Engineering Design, Construction Administration, Water Resources Engineering and Traffic Engineering.

DISTINGUISHING CHARACTERISTICS

Associate Engineer – This is the journey level in the professional engineering series and is distinguished from the Assistant Engineer by the assignment of the full range of professional engineering duties. Employees at this level receive only occasional instruction or assistance as new, unusual, or unique situations arise and are fully aware of the operating procedures and policies within the work unit. Positions may exercise supervision over technical staff.

Associate Civil/Traffic Engineer – This the journey registered level in the professional engineering series. This class is distinguished from Associate Engineer by the requirement for possession of registration as a professional engineer within the State of California and the ability to independently review, approve, and stamp plans.

This class is distinguished from Senior Civil Engineer and Senior Traffic Engineer in that the latter are advanced journey level classes responsible for managing complex and difficult engineering projects and programs and/or exercising direct supervision over professional and registered staff.

SUPERVISION RECEIVED AND EXERCISED

Associate Engineer and Associate/Civil Engineer

Receives direction from higher level supervisory, management, or department head staff.

May exercise direct supervision over assigned technical staff.

MINIMUM QUALIFICATIONS

In addition to the qualifications for the Assistant Engineer:

Knowledge of:

Budgeting techniques and capital improvement program management.

Principles of project management.

Principles and practices of supervision, training, and performance evaluation.

​​​​​Principles and practices of engineering and design manuals.

Principles and practices of pavement design and management, ADA requirements, transportation design, and traffic engineering.

Best practices of multimodal transportation design in an urban environment.

 Ability to:

Perform the full range of professional public works engineering duties with only occasional instruction or assistance as new or unusual situations arise.

Prepare accurate estimates of costs, schedules, personnel/materials, and other resources related to engineering project responsibilities; make recommendations related to existing or anticipated project budgets.

Work effectively with a variety of internal and external customers to accomplish goals and objectives; deal professionally with the public, developers, consultants, and contractors.

Prepare and present oral presentations to a variety of internal and external customers at public meetings and council.

Develop solutions to complex and difficult issues.

Supervise, train, and evaluate staff.

Experience and Training Guidelines:

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Associate Engineer

Experience

Four years of increasingly responsible experience equivalent to Assistant Engineer with the City of Modesto. 

Training

Equivalent to a Bachelor's degree from an accredited college or university with major course work in civil engineering or a related field. 

License or Certificate

Possession of, or the ability to obtain, a valid California driver's license.

Possession of a valid EIT certificate issued by the State of California Board of Registration for Professional Engineers and Land Surveyors.

Associate Civil/Traffic Engineer

In addition to the experience and training guidelines for Associate Engineer, possession of a Certificate of Registration as a professional civil or traffic engineer in the State of California.
