ESSENTIAL DUTIES

  • Under the Chief Engineer, serves as project leader in managing all aspects of District capital improvement, private development and other construction projects; develops scope of work, prepares feasibility studies, cost estimates, and project schedules; ensures construction in accordance with project plans, timelines and specifications. 
  • Assists in development and evaluation of engineering plans and bid documents in compliance with jurisdictional rules and regulations, standards, and in coordination with other engineers and staff.
  • Coordinates and provides technical expertise for land use feasibility, annexations, withdrawals, new services program, and inter-agency coordination.
  • Analyzes short and long range planning studies, reports, surveys, property descriptions, maps and other data to plan and design projects.
  • Performs, maintains and updates our in-house hydraulic model and/or manipulates data from the model for engineering planning and design, as required.
  • Prepares and submits permits, conducting pre-construction, progress and other stakeholder meetings to ensure District interests are communicated and addressed.
  • Performs on-site inspections; Produces written observation and inspection reports that accurately capture construction activities, noting deficiencies, issues, and taking representative photographs.

MINIMUM QUALIFICATIONS

  • Four-year degree in Civil Engineering; must have passed the Fundamentals in Engineering exam and obtained an Engineering Intern (EI) certification; and two (2) to four (4) years’ experience working under a licensed Professional Engineer.
  • Ability to apply principles of professional engineering, project management of capital improvement projects, budget preparation and management, cost control, basic contract administration and general technical engineering services.
  • Understanding of state and federal regulations and requirements pertaining to public drinking water and construction projects.
  • Ability to establish and maintain effective working relationships.
  • Or, any equivalent combination of education, training and experience which provides the requisite knowledge, skills and abilities for this position.  Must possess a valid driver license.
  • Preference for candidates with experience using Innovyze InfoWater, Microsoft Project, ESRI ArcGIS and AutoCAD applications.
