Characteristics of the Job
Under the general direction of the civil engineer and/or city engineer, performs professional work related to project design for the engineering department, in-house municipal design of streets and utility infrastructure and GIS mapping services. Exercises independent judgment in the development and application of techniques and methods to effectively undertake standardized projects.
Examples of Duties
Coordinate the design, drafting, and engineering calculations for outdoor park facilities, parking lots, roads, water mains, sanitary sewers, storm sewers, and similar public works facilities.
Identify safety requirements, Americans with Disabilities Act (ADA) requirements, Illinois Department of Transportation (IDOT) requirements, and local requirements for the design of City projects.
Identify survey needs for the design of City projects and coordinate input of survey data into design software.
Incorporate the City’s Complete Streets policy, traffic calming techniques, and City ordinances into project design.
Participate in the City’s Complete Streets and Traffic Committees as requested.
Create schematic drawings, preliminary drawings, construction drawings, and as-built drawings for City projects.
Generate all necessary State and Federal agency permit applications and submittals necessary for design approval and construction of Capital Improvement Projects.
Prepare and engage all Phase I and Phase II engineering for any federally funded project through the Illinois Department of Transportation and Federal Highway Association.
Prepare project specifications, contract documents, and proposals for City projects.
Coordinate with inspectors, contractors, sub-contractors, and engineering division personnel in the design, inspection, and maintenance of City projects to ensure compliance with plans, specifications, codes and safety regulations.
Review private development projects and projects completed by others.
Develop public works improvement projects and serve as the department representative in areas of responsibility by reviewing design and contract documents for conformity with City codes and standards, preparing bids for projects and administering project supervision.
Ensure the quality of the City engineering designs by problem solving and designing systems to perform identified services, utilizing math and analytical skills required as well as knowledge of materials and technical calculations to ensure quality and improve processes.
Prepare reports, cost estimates and implement design of various public work projects.
Develop budget estimates based on anticipated needs and administer assigned budgets.
Other duties may be assigned.
Training and Experience
Bachelor’s degree from an accredited college or university in civil engineering, construction engineering or technology or related field, experience in design and drafting of municipal infrastructure projects and experience in computer aided design and drafting municipal infrastructure applications, preferably Auto CAD; or any equivalent combination of training and experience which provides the required knowledge, skills and abilities.
Licenses, Registrations and Certifications
- Valid Illinois driver’s license or equivalent. Certification as a Professional Engineer (PE) or Professional Engineer-in Training (EIT) preferred.
Knowledge, Skills and Abilities
Thorough knowledge of design engineering practices and techniques, reference materials, professional journals, technical reports, ordinances, manuals, plans, blueprints, graphs, contracts, specifications, grant submittals, memos, and general correspondence; of the principles and practices of civil engineering as they relate to municipal public works; of the laws and regulations that impact the work performed and supervised; and of ARCGIS Suite, computerized databases and spreadsheets.
Excellent skill in public, employee and labor relations and in maintaining effective working relationships; skill in organizing, completing and reporting on projects; oral and written communications; skill in communicating technical information to a variety of audiences to gain understanding of planning concepts, code interpretations and design coordination; and in operating Microsoft Outlook, Word, Excel, ARCGIS Suite and Auto CAD.
Ability to make advanced mathematical computations using algebra, trigonometry, statistical analysis as well as basic mathematical calculations; to implement City goals as established by the City Council; to evaluate technical decisions reached by others regarding compliance and community development issues, assess the impact on the City, and provide leadership and direction to accomplish goals and objectives; to prepare contract documents, technical specifications, City codes, reports, cost estimates, engineering studies, planning documents and general correspondence; maintain effective working relationships with the public and other employees; to manage and supervise subordinates including bargaining unit employees; read, analyze and interpret governmental regulations; effectively present information and respond to questions from employees, managers, contractors, elected officials, representatives of oversight agencies and the general public; solve practical problems and deal with a variety of variables; interpret and implement instructions furnished in various forms.

While performing the duties of this job, the employee is frequently required to sit, stand, walk, and talk or hear. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. The employee is occasionally exposed to wet and/or humid conditions, moving mechanical parts, fumes or airborne particles, toxic or caustic chemicals, outside weather conditions and risk of electrical shock. The noise level in the work environment is usually quiet.
Residency Requirement
Non-union employees shall live within a 20-mile radius from the City's Emergency Center, located at 1630 8th Avenue in Moline, within 1 year of hire.

Pension
American Federation of State, County and Municipal Employees (AFSCME), non-union, and United Auto Workers (UAW) employees participate in the Illinois Municipal Retirement Fund (IMRF). Retirement benefits are based on years of service and wages earned. Employees contribute 4.5% of earnings to the pension.
Paid Time Off
The amount of paid time off is dependent upon the employee's position and years of service. Paid time off includes vacation, sick leave, holidays, and personal days.
Deferred Compensation & Roth IRA Plan
The City offers a voluntary 457 and Roth IRA retirement savings plan through International City Management Association Retirement Corporation (ICMA-RC). Employees can contribute a portion of their salary to this plan to assist them in building retirement security.
Flexible Spending Plan
Through the flex plan, using pretax dollars, employees can pay their portion of their health insurance premiums and qualified medical, dental, vision, and day care expenses. Employees are eligible to participate in the plan the first of the month following a 30-day waiting period.

The City of Moline offers employees and their immediate family members confidential, professional counseling services and specialty referrals. An assessment and six free counseling sessions are provided.
Life Insurance
A voluntary, decreasing term life insurance policy is available for employees participating in the IMRF pension. This policy provides coverage for employees, their spouses and any eligible dependents.
