Seattle Public Utilities (SPU) is seeking a responsible Senior Civil Engineer who will ensure City of Seattle compliance with the Federal Consent Decree directing a reduction in Combined Sewer Overflows (CSO). The Engineer will take charge in monitoring and managing operations of existing and future CSO and pump station facilities to ensure that the National Pollutant Discharge Elimination System (NPDES) permit requirements are met to improve public health and safety.

Job Responsibilities

 

  • Assess the performance of SPU's drainage and wastewater (DWW) systems which may include Combined Sewer Overflow (CSO) facilities, wastewater pump stations, and NPDES overflow structures.  
  • Represent operational needs during initiation, option analysis, design, construction, commissioning, stabilization, and operations of drainage and wastewater capital projects.  
  • Utilize technical understanding of wastewater system hydraulics.
  • Serve as initial point of contact for CSO and pump station facility performance, systems analysis, design support, commissioning, and ongoing operations.
  • Provide operational support to Operations Control Center (OCC) and staff to assist with proper response as issues arise, particularly in wet weather.  
  • Provide annual facility refresher training to Utility Operations and Maintenance staff. 
  • Independently perform hydraulic calculations, investigations with field reconnaissance, and analysis of the wastewater system.
  • Provide technical assistance to the overall monitoring, Integrated SCADA, and data stewardship programs.
  • Support the commissioning process from design to operations.
  • Review CSO facility and wastewater pump station operational data and performance metrics.
  • Lead and coordinate tracking, response, and resolution to facility related issues.
  • Ensure System Operations Planning and Analysis (SOPA) representation on facility capital improvement projects to meet the needs of near real-time operations.
  • Review, prepare, and update facility operational documentation on SharePoint.
  • Perform post project performance monitoring and analysis.  Author post project performance memorandums.  Recommend and coordinate optimization measures. Prepare documentation for implementation of improvements.

Qualifications

 

  • Five (5) years professional civil engineering experience.

 

AND

 

  • A Bachelor’s Degree in Civil Engineering or Civil Engineering Technology.

 

OR

 

  • Combinations of education and/or training and/or experience, which provides an equivalent background required to perform the work of the class.

 

Work Environment/Physical Demands

  • Most work is performed in a normal City work/office environment. 
  • Field assignments entail exposure to all types of weather, traffic, hazardous/toxic substances, and work in or near construction sites. 
  • May be required to lift over 50 pounds. 
  • May be required to stand, walk, or bend for extended periods of time. 
  • May be required to work nights, evenings, weekends, and/or holidays. 
  • Overnight travel may be required.
  • Ability to work evenings and weekends as needed to provide 24/7 standby support on a rotational basis.

 

License, Certification and Other Requirements

 

The ideal candidate has some or all of the following qualifications:

  • Five (5) to eight (8) years of experience with drainage/sewer design, operation, and planning. Including identification of system issues and developing potential solutions.  Combined sewer design, operation, and planning experience preferred.  
  • Experience with operable facilities, preferably wastewater facilities.
  • Experience with SPU's DWW systems and NPDES waste discharge permit.
  • Understanding of King County's wastewater systems within the City of Seattle and the interconnections between the two systems
  • Experience with GIS software (ArcGIS, or similar).
  • Excellent time and data management, communication, and interpersonal skills.
  • Enthusiastic about learning, pushing technical boundaries, and finding new, innovative solutions.
  • Demonstrated ability to work intensively, communicate openly, and coordinate efficiently, within a team-focused environment.
  • Demonstrated ability to meet project deadlines and program goals within scope, schedule, and budget.
  • Ability to work within the organizational framework of SPU Workplace Expectations including our values on Safety, Respect, Diversity, Trust, Humor, Productivity, Integrity, Innovation, and Partnership.
  • Ability to communicate and work effectively within a multi-cultural workforce serving a diverse customer base.

Workplace Environment (Telework Expectation):

Most work is performed in a normal City work/office environment; however, due to the ongoing pandemic and Covid-19 state and local restrictions, hybrid telework/office/field assignment work will be available consistent with HR guidelines, and as circumstances dictate. We continue to seek guidance from local public health agencies and will proceed accordingly with any necessary changed or needs regarding "workplace location" expectations.

 

This position allows for the flexibility of a flexible work schedule. Beginning November 1, 2022, employees will be required to come into the office twice a week. Individual schedules will be agreed upon by the employee and their supervisor.
