The City of Kent is in need of someone who is looking for a challenging career in a stimulating and productive environment to fill a Civil Engineering Designer 2 position in our Public Works Department. The preferred candidate will be well-versed in working on a team, be self-motivated and have strong experience in both CAD and civil engineering design. Work responsibilities include the preparation of plans and specifications for the construction of roadways, bridges, water, sewer, storm water and various other infrastructure projects. Qualifications for this position include an associate degree in civil engineering design or three (3) years of relevant college-level coursework.

This is a full-time, benefited, and overtime exempt position that is not represented by a union.

This position is open until filled, with an initial review of applications occurring two weeks after opening. The selection process for this position will consist of an Autocad 3D proficiency test and up to two (2) interviews. Dates for these steps have not yet been determined, but candidates with the desired qualifications will be informed once scheduling is confirmed.

SALARY:

$8,573.00- 10,433.00 per month, depending on experience

GENERAL PURPOSE:

Under general direction of the Engineering Manager, Supervisor, or designee, design and prepare contract documents for streets, sanitary and storm sewers, water mains, and other municipal projects.

Work is characterized by engineering design duties involved in the preparation of Plans, Specifications and Estimates (PS&E) for Public Works +projects; analyze system requirements; and prepare exhibits, drawings and designs in support of Public Works. Distinguishing characteristics of this classification include involvement in all phases of civil design from scoping to finalizing project documents and maintenance, and support to Public Works operations or maintenance staff. The incumbent prepares letters, quantities, plans, estimates, exhibits and reports, and provides technical information and assistance to the public and city personnel.

Work is performed under limited supervision. The supervisor and/or engineer sets the overall objectives and resource availability. The incumbent and team members develop project scope, schedule, budget, and risks to deliver the project.  The incumbent is responsible for the assigned workload, plan and carry out assignments, resolve conflicts, coordinate with others, and offer interpretation of policies to the supervisor/engineer. The incumbent keeps the supervisor/engineer informed of progress, potentially controversial matters, risks, and issues of far-reaching implications. Work is reviewed in terms of effectiveness of results, quality, feasibility, compatibility with other work, and on-time delivery.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Perform a variety of skilled project development tasks including engineering design, drafting, estimating, and preparation of exhibits and contract documents for municipal projects such as street improvements, traffic channelization, signing and signalization; sanitary sewer, water main, storm sewer, environmental compliance, flood control, erosion and sedimentation control, public rights-of-way, and easements using computer aided design (CAD) programs, aerial imagery, GIS, and field observations.

Create alignments, develop cross-sections, determine right-of-way needs. Calculate and check quantities and estimates for bid items. Evaluate public and private utilities for project conflicts.

Assure that project designs comply with city, county, state, and federal specifications and standards governing construction projects.

Conduct research for records such as tract and parcel, property line, land ownership, right-of-way, and easements. 

Prepare calculations and right-of-way drawings involved in the acquisition of public rights-of-way.

Evaluate existing engineering drawings, maps, field conditions, and other pertinent data to determine appropriate materials and information required for design and construction.

Work with survey parties; calculate and verify results of field surveys; and interpret information from survey field notes, aerial photographs, and maps.

Communicate and coordinate work with City personnel, other agencies, consultants, franchise utilities, contractors, and the public to facilitate work processes and exchange of information.

Prepare graphics and materials for public presentations using aerial imagery, digital images, GIS data, CAD files, and other sources as needed.

Finalize Public Works construction projects or "As-Built" from construction staff notes, survey field verifications and engineer input.

Provide support to projects during all phases of construction. Work with the engineer, construction Capital Project Manager, survey crews, maintenance staff, utility companies, developers and others to ensure the accurate construction of the project.

Perform Quality Assurance and Control activities on work products.

Actively support the vision, mission, values, and goals of the department and the City.

SUCCESSFUL INCUMBENTS FOR THIS POSITION WILL:

HAVE THE KNOWLEDGE OF:

  • Modern civil engineering design, engineering, and construction of Public Works/municipal projects.

  • Principles and practices of drafting, surveying, GIS, and engineering design of municipal infrastructure (roadway, hydraulics, environmental, sanitary sewer, stormwater, electrical, etc.).

  • Modern office practices, procedures, and equipment; including full-size plotters and scanners.

  • Effective telephone techniques and etiquette

  • Methods, equipment, and materials used in civil engineering and drafting.

  • Applicable laws, codes, regulations, policies, and procedures.

  • Engineering research, analysis, and problem-solving methods.

  • City organization, operations, policies, and objectives.

  • Preparation of construction drawings and specifications

  • WSDOT Standard specifications, Standard plans, and Design Manual.

  • AASHTO geometric design of highways and streets and Roadside design guide.

  • King County surface water design manual.

  • FHWA Manual of uniform traffic control devices.

  • Quality Assurance and Control processes.

BE SKILLED IN:

  • Interpersonal relations, patience, and courtesy.

  • Oral and written communications, including effective telephone techniques and etiquette.

  • Working from sketches, AS-Builts, engineering drawings, and specifications.

  • Reading, interpreting, applying, and explaining laws, codes, regulations, policies, and procedures.

  • Performing calculations, and applying principles of algebra, geometry and trigonometry.

  • PC usage and associated software.

  • Preparing clear and concise work products (contract plans, drawings, take off quantities, and specifications).

HAVE THE ABILITY TO:

  • Maintain records and prepare reports of work progress, inspection findings and project documentation.

  • Understand and follow oral and written directions.

  • Understand, interpret, and apply information contained in City Policies and Procedures, City Standards, manuals, guidelines, and training.

  • Establish and maintain cooperative and effective working relationships with others, which includes (but is not limited to):

  • Design Public Works projects in accordance with budget limitations and established safety standards.

  • Design streets, storm and sanitary sewers, water mains, and other municipal engineering projects.

SKILLS FOR THE POSITION MAY BE GAINED THROUGH EDUCATION, CERTIFICATION, RELEVANT JOB EXPERIENCE or a COMBINATION, SUCH AS:

Education: Associate degree in Civil Engineering Design or three (3) years of college-level course work in engineering, surveying, mathematics, design, and drafting; and

Experience: Eight (8) years of experience utilizing current computer-aided design and drafting (CADD) equipment in a municipal engineering environment.

Or: In place of the above requirements, the incumbent may possess any combination of relevant education and experience that would demonstrate the individual’s knowledge, skill, and ability to perform the essential duties listed above.

LICENSES AND OTHER INFORMATION:

  • Valid Washington driver's license, or the ability to obtain within thirty (30) days of employment

  • Must successfully pass the City’s pre-employment driver’s records check, successfully complete the City’s Defensive Driving Course, and maintain and excellent driving record

  • Must successfully pass a position specific background inquiry

PREFERRED QUALIFICATIONS:

  • AutoCAD and/or AutoCAD Civil 3D Certification

MACHINES, TOOLS, AND EQUIPMENT USED:

Typical business office machinery and equipment.

Engineering related equipment including computer-aided design (CAD) equipment and software, Autodesk, AutoCAD Civil 3D, Autodesk, Vehicle Tracking, ESRI ArcGIS Pro, hand level, and other tools associated with design.

The incumbent may be required to operate a City vehicle to travel to and from project sites to inspect and survey projects.

WORKING CONDITIONS:

Work is performed in an engineering office environment, and/or provisionally at a remote work location as permitted by the incumbent’s supervisor in accordance with the City of Kent Telework Policy. The incumbent may be subject to frequent interruptions by walk-in employees, telephone calls, and/or interoffice activities. The incumbent is subject to driving to conduct inspections and survey of project sites. The employee may be exposed to individuals who are irate or hostile. The noise level in the work environment is usually moderate.
