Overview:
Do you have 6+ years of professional engineering experience managing public works projects? Are you passionate about helping provide your community with safe and clean water? If so, read on!

This position will serve as the subject-matter expert "Technical Expert" in troubleshooting complex treatment system and pump system issues, and will provide technical treatment and pumping plant engineering services and support for various capital projects including quality control reviews of treatment and pumping plant engineering design submittals. Will design modifications to improve system performance, and manage complex, politically sensitive, and/or large treatment and pumping plant capital improvement projects, and assume responsible charge (signs and stamps) for the review and preparation of engineering documents for capital and operations projects. Will develop scopes of work, intiate, negotiate and administer consultant and professional service contracts and agreements as assigned.
This position will serve as a supervisor and/or a project manager and may plan, schedule, assign, review, and evaluate the work of assigned staff as well as provide training to staff in treatment and pumping plant engineering and other related work.

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite.

Key Responsibilities include, but are not limited to:

• Manages complex, politically sensitive, and/or large treatment plant capital improvement projects through all phases, including planning and design; supervises multi division teams and coordinates and collaborates with external agencies.
• Develops scopes of work and initiates consultant contracting, including preparing public notice for request proposals. Prepares justification for services and proposal content instructions; prepares proposal rating criteria; schedules and conducts pre-proposal meeting; reviews proposals; schedules and conducts oral interviews; selects consultant; negotiates final agreement scope and insurance requirements; finalizes agreement language; obtains management, Contracts and Risk Management Units, and legal counsel approval; prepares and routes Board agenda and agreement and may present Board items.
• Schedules, leads, and participates in project meetings to discuss design elements. Mentor, train, and supervise subordinate staff.
• Assumes responsible charge of the review and preparation of engineering studies, reports, design, and contract documents for compliance with engineering standards and principles, stamps and/or signs such work to assume project engineering responsibility
• Prepares a project delivery strategy through all phases of the project including preparation of schedules, identifying resources both in-house and outside, and preparing work plans, validation analysis, project budget estimates, and project scope.
• Delivers planning documents and coordinates planning review, acquires permits and agreements, prepares Engineer's Report, plans, specifications, calculations, and engineer's estimate, and conducts stakeholder review.

Ideal Experience:
Six (6) years of experience performing professional engineering work on a water treatment plant, which must have included responsibilities in the planning, design, and construction phases. The six (6) years of experience must have included two (2) years of lead responsibility.

• Deliver complex, technical, and sensitive water utility engineering projects in an independent and cooperative manner.
• Develop plans and specifications for water utility construction projects.
• Apply civil engineering principles and computer programs to resolve engineering problems.
• Conduct various engineering studies to recommend engineering solutions.
• Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.
• Conduct complex projects and studies, evaluate alternatives, make sound recommendations, and prepare effective technical staff reports.
• Negotiate, prepare, bid, and administer complex contracts and agreements.
• Prepare appropriate California Environmental Quality Act (CEQA) actions.
• Prepare and implement community outreach programs pertaining to assigned projects.
• Represent the Valley Water with other public agencies, private organizations, elected officials, regulatory agencies, special interest groups, and the public.
• Combine technical expertise with political, policy, and legal knowledge to strategically advance Valley Water interests.
• Establish and maintain a variety of filing, record keeping, and tracking systems.
• Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner and assign staff resources to meet target completion dates.
• Plan, organize, schedule, assign, train, review, and evaluate the work of staff.
• Coach, mentor and teach employees with the purpose of transferring knowledge and skill in the subject matter area.
• Use English effectively to communicate in person, over the telephone, and in writing.
• Prepare clear and concise reports, correspondence, and other written materials.
• Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.

Ideal Knowledge:

• Principles, practices, theories, and concepts of general civil engineering, particularly as applied to the planning, design, construction, and operation of water utility projects.
• Fundamentals of (conventional and recycled) water treatment: ozonation/chlorination, coagulation, flocculation, sedimentation, media filtration, disinfection, advanced oxidation, ultraviolet, membrane filtration, reverse osmosis, and biological processes.
• Equipment and systems commonly used in treatment plants: pumps, storage, instrumentation and controls, motor control centers, adjustable speed drives, valves, and valve actuators.
• Basic operations and maintenance of Supervisory Control and Data Acquisition (SCADA) systems including PLC programming and fiber, radio, and/or ethernet signaling.
• Principles of management of construction projects, including planning and design phases, resource allocation, scheduling and budgeting projects, and organization of project and project team.
• Principles and practices of project budget development and administration, contract negotiation and management, and sound financial management policies and procedures.
• Principles of environmental assessment.
• Pertinent federal, state, and local laws, codes, and regulations with specific emphasis on treatment plant design including California Environmental Quality Act (CEQA).
• Principles and practices of employee supervision, including work planning, assignment, review and evaluation, and the training of staff in work procedures.
• Computer software applications, such as Microsoft Office, Adobe Acrobat Pro, Google Earth, Geographic Information System (GIS), AutoCAD, Mathcad, FEMA cost/benefit software, ProCore (construction management software), and Photoshop

Ideal Training and Education:
Graduation from an accredited four-year college or university with major coursework in civil engineering or a related field

Required License or Certificate

• Possess and maintain a valid license as a Professional Engineer issued by the California Board for Professional Engineers, Land Surveyors, and Geologists.
• Possession of, or ability to obtain, an appropriate, valid California driver's license. Individuals who do not meet the driver's license requirement due to a disability will be considered for a reasonable accommodation on a case-by-case basis.
