Full Salary Range $81,868 - $131,788

The City Engineer is a full-time position reporting to the City Administrator. The City Engineer is responsible for:  engineering design and construction management of capital improvement projects; providing oversight of daily engineering operations; storm water protection program; solid waste program; traffic management and interacts with the public, staff and City elected officials to respond to community needs. Develops and manages the department operating budget. Manages a department of 10 employees with two direct reports.

Qualifications:  Bachelor's degree in Civil Engineering. Registered Professional Civil Engineer, State Of Maryland or ability to obtain within six months of employment. Minimum of seven years’ experience in civil engineering with increasing responsibility (including design and construction of public works projects), with four years at the supervisory level. Maintains Maryland Professional Engineer license and driver’s license with a satisfactory driving record in accordance with the City Policy. 

Essential Functions: The position diligently, without partiality or prejudice, execute the duties of the position while adhering to the rules and regulations as outlined in the Charter and Code of the City of Hagerstown. Provide supervision and leadership of the Engineering Department with a constant focus on developing progressive, results driven, and customer service oriented operations in all aspects of the Department. Develops and administers the Capital Improvement Program (CIP) projects for the Engineering Department including budgeting, grant writing, land acquisitions, engineering design, City Council approvals and construction management. Prepares recommendations and information for presentation to the Mayor and Council on matters related to the projects and services provided by the Engineering Department.  Attends weekly Mayor and Council meetings. Reviews and approves private land development proposals for compliance with City policies and Ordinances. Issues various permits for closures within the City’s public right of way, street cutting, and land development.  Insures compliance with the City’s construction standards and specifications. Develops short and long term planning with emphasis on traffic control, storm water management, and other issues related to the City’s properties and public right of ways.
