LAND DEVELOPMENT ENGINEER (Land Development)

Salary Range: $69,035.20 - $103,584.00 

Must have the physical, developmental and mental ability to perform job tasks, work efforts, responsibilities and duties of the job illustrated below:

MAJOR FUNCTION Technical civil engineering staff work performing residential and non-residential development plan(s) review for compliance with related elements of the Land Development Code, Comprehensive Plan and other permitting programs/activities.

ILLUSTRATIVE DUTIES Reviews development construction plans, subdivision plats, ‘as-built’ drawings, roadway and drainage calculations, storm water management facilities design, contract specifications and cost estimates. Performs on-site inspections to ensure that work meets construction drawings and design standards. Evaluates the testing and inspection operations of construction of projects to ensure compliance with engineering standards. Makes recommendations and resolves conflicts involving engineering plans and proposals for new development.

Acts as engineering advisor on engineering plans and proposals for new development. Acts as engineering advisor on engineering related matters to Land Development and Building Inspections divisions. Interprets and applies development regulations, ordinances and comprehensive plan to developers, homeowners, contractors, general public and design engineers. Conducts and attends staff meetings and conferences to discuss development review and other technical matters. Receives inquiries and complaints regarding technical review of engineering plans for new construction. Prepares reports and letters as necessary on development plan projects as reviewed. Coordinates with local, state, and federal agencies regarding any development projects within their jurisdictional areas.

Assists the County Engineer and staff engineers in the review process of development plans from County consultants, private engineers and in-house design staff for compliance with County regulations, ordinances, Comprehensive Plan and construction design standards. Prepares construction plans and obtains permitting for in-house design projects of the County. Plans, directs, supervises and evaluates the work of personnel engaged in the testing and inspection of construction and repair of county roadways and subdivision projects. Verifies that site grading, road alignment and infrastructure work meet the width, depth, grade, elevations, drainage, and mixture specifications.

Participates in the review process of PD, CU, variance and other land use cases. Process and review requests for approval of waivers, subdivision walls and sign construction plans. Attends Development Review Committee meetings. Conduct field investigations regarding roadway and drainage complaints.

May act as the assistant to the division director, assuming office work involving administrative work, procedures, practices and policies of the County and assigned work unit.

Performs related duties as required.

KNOWLEDGE, ABILITIES AND SKILLS Knowledge of the principles and practices of civil engineering as related to intersection improvements, roadway, drainage, storm water management facilities, flood plain management, testing and inspection, engineering calculations and specifications. Knowledge of land surveying, land use, water and sewer systems, other utility systems and ability to prepare feasibility study, engineering reports, letters, memorandums, etc., for various engineering work and activities. Ability to use good judgement and make independent decisions. Ability to plan, organize, and coordinate work projects.

Ability to supervise assigned personnel. Ability to communicate engineering information effectively, both verbally and in writing. Ability to establish and maintain courteous and effective working relationship with employees, officials and the public. Ability to use personal computers or remote computer terminals, desk and cell phones, typewriters and other office equipment of the assigned work unit. Possess ability to learn and become knowledgeable and abide with county goals, procedures, practices, regulations, policies and ordinances, including the Employee Handbook and related regulations.

Ability to walk, bend, stoop, sit, stand, crouch, and kneel. Ability to see and distinguish colors and shapes. Ability to lift, push and/or pull materials/equipment which may weigh up to forty five (45) pounds, for a short distance. Ability to ambulate independently. Ability to independently operate a motorized vehicle.

MINIMUM QUALIFICATIONS Graduate of an ABET accredited four (4) year college/university with major course work in Civil Engineering or a related field and have a minimum of five (5) years of experience in the field of Civil Engineering.

Must be a registered Professional Engineer or be able to obtain registration in the State of Florida within twelve (12) months of employment.

Must have a valid driver’s license and be able to secure a valid Florida driver’s license at the time of employment.

SPECIAL PREFERENCES Knowledge of flood plain issues, resource management and protection, and watershed design and drainage.

SPECIAL REQUIREMENT
This position may be required to report for work when a declaration of emergency has been declared in Polk County.
