Overall Department Direction

Marine Engineering and Systems (ME&S) is a business unit within the Marine Division of Babcock International Group. ME&S is a leading design consultancy providing naval architecture, marine, system engineering, electrical engineering design and project support services to the offshore, marine and Defence markets worldwide. Within this business unit, Naval Engineering have vast experience in engineering, construction, concept design and through life support for a wide range of front line naval and auxiliary support vessels.

ME&S offers the opportunity to work on interesting and varied design and engineering projects supporting Defence and commercial clients in the UK and internationally. ME&S operates within the UK including Rosyth, Bristol, and Plymouth, and offer flexible working with office attendance and travel to meet project requirements.

Babcock Marine Engineering and Systems (ME&S) Safety Engineering Group (SEG) provides safety and environmental engineering management services for surface ships, submarine and commercial projects but excluding those with a nuclear implication.

The SEG seek an experienced Submarine qualified Engineer (Ideally a Category A or B qualified Watchkeeper) to join the Submarine Design Safety section of the SEG. Ideally the candidate will have some Safety Engineering experience, however this is not a prerequisite and full training will be given to a candidate with the required RN Operator/Maintainer background.

Main purpose of the role

The main purpose of the role is the provision of Safety and Environmental management for all Babcock ME&S Submarine tasking including but not be limited to the provision of the following:
  • Product Assurance (Safety & Environmental Assessments / Reports) for In-Service Submarine (ISM) design change Alterations and Additions (A&As), Class Modifications (CMs) and Minor Trials (MTs).
  • Submarine Systems Design Safety Justifications (DSJs).
  • In-Service Submarines (ISM) High Level Hazard (HLH) Management Coordination.
  • General safety advice/steerage and support to CE (Submarine Design).
  • Submarine Safety Support to other Babcock Business Units (BUs) as required.
  • Safety Advice and support to the Laid-up Submarine (LUSM) Project and Waterfront Organisation.
  • Provide expertise and support in own engineering specialisation to other members of the safety team.

What do I need to do the role?

Key Technical Skills and Experience:
  • This is not a Health & Safety or SHEF type role, it requires an extensive engineering background in the RN Submarine field. The following key skills and experience are also required:
  • A working knowledge of MOD Health Safety and Environmental Protection (HS&EP) Policy and regulations ASEMS, POSMS and POEMS. DSA 01 and DSA 02.
  • A working knowledge of the In-Service Submarines (ISM) High Level Hazard (HLH) Management process.
  • A working knowledge of applicable Defence Standards and Joint Service Publications (JSPs) such as 00-056 (Safety Management Requirements for Defence Systems).
  • Authoring of Technical Reports.
  • Chairmanship and recording of technical meetings.
  • Experience of constructing a safety argument via the /Claims/Argument/Evidence technique.
  • Experience of facilitating/undertaking Hazard Identification and Assessment exercises: (Structured What If Technique (SWIFT) / Hazard and Operability Studies (HazOpS) / Fault Tree Analysis / Event Tree Analysis / Failure Mode Effect & (Criticality) Analysis (FME(C)A)
  • Good knowledge of Naval Engineering in RN submarines.
  • Experienced in multidisciplinary engineering environment.
  • Knowledge of environmental issues & legislation.
  • Good presentational, written, analytical and IT skills.

Qualifications
  • Ideally degree qualified but HND/HNC level qualification in an engineering discipline with extensive experience in relevant field will be considered.
  • Ideally, hold the Defence Maritime Regulators (DMR) Ship Safety & Environmental Management Training (SEMT) or Ship Safety Management Office (SSMO) Certificate.
  • Ideally you will be a member of a relevant institution (e.g., IMechE, RINA, IET, SARS etc.) and hold Chartered or Incorporated status (or be working towards).

Required Knowledge, Skills, Experience and Competences

The Principal Safety Engineer is required to have an extensive engineering background in a relevant discipline (RN Submarines) and experience of safety and environmental assessment/management processes that is specifically directed towards systems or product safety and environmental assessment in the maritime (RN Submarines) arena.
