Our local authority client requires a temporary contract Project Officer (Civil Engineering) for ongoing work based in the Colwyn Bay area/ hybrid working from home.

37 hours per week
£32-37 PAYE per hour

Specific Duties:
It is anticipated that this role will take responsibility for delivering smaller highway improvement projects from inception through to completion and engaging with Client Services to deliver these projects. The successful candidate must be able to demonstrate a good knowledge of both general civil engineering and traffic calming/ traffic management experience. The role is required to support Project Managers whilst permanent vacancies within Consultancy are being advertised and filled. The Council is moving towards an Agile Working environment and this may mean that work stations will not be permanent.

Feasibility reports / option reports looking at options for Bridge repair works in rural areas.
Drafting feasibility reports for a flood alleviation scheme
Generating options drawings for the feasibility reports. i.e., some drafting work.
Producing all the Tender Documents for the procurement of concept and detailed design stage of Town Centre regeneration project.
Producing Framework Contracts to formalise the council's routine maintenance operations: grass cutting, weed control, gulley maintenance, road sweeping, road markings and structures routine maintenance.Duties and Responsibilities:
The principal duties of these temporary appointments are as follows:

Ensure that projects are delivered on time and to the agreed quality.
Ensure that tasks are completed within the allocated time.
Support Project Managers and other project team staff in providing an efficient and quality service to Client Services
Ensure compliance with the Councils Policies and Procedure including Financial Regulations and Contract Procedure Rules (CPR'S).
Completion of the Councils Confidentially, Declaration of Interest and IT Policy forms.
Be aware of project budgets for their individual projects and manage time and costs accordingly.
Ensure that Consultancy Quality Management Procedures are followed and that all project data is filed in the appropriate electronic project folder.
Ensure compliance with all health and safety policies and procedures relating to the Consultancy.
To be an active participant in supporting the Council's Equality policies and in representing the Council during contact with its local members, residents and other stakeholders.
Qualifications:
Degree standard qualification or equivalent in an appropriate discipline Professional qualification (or working towards) in a relevant discipline. Excellent understanding of NEC4 Forms of Contract and their use Knowledge of the regulatory framework in relation to the construction and engineering industry Knowledge of planning acts and building regulations Working knowledge of project management methodology such as PRINCE 2 Good IT skills in the use of MS Office including Word, Excel and Outlook. Ability to use AutoCAD or be able to direct support staff to produce technical drawings. Good working knowledge of the implementation of traffic management/ traffic calming and road safety schemes
