Position Summary

Responsible for managing, reviewing and approving the design of Capital Improvement/Public Works and Drainage Projects to ensure compliance with the City of Garland code of ordinances, generally accepted engineering practices and techniques and other agency regulations. Also, responsible for representing the City Engineering Department by coordinating, negotiating and managing various projects with industry professionals, property owners, City Departments, Utility Companies, other governmental agencies and City Management.

Essential Job Functions

  1. Manage Capital Improvement/Public Works and Drainage Projects from inception to completion, which includes scoping, design contract negotiation, design reviews, bidding and construction administration.
  2. Negotiate/manage contracts, coordinate and implement various drainage studies for specific areas in the City.
  3. Review drainage studies and flood studies for conformance with City standards and FEMA requirements. This position is also responsible for the review of Hydrology and Hydraulic Studies for submittal to FEMA for CLOMRs, LOMR's and other required submittals including those to the Corps of Engineers, to satisfy City, State and Federal requirements.
  4. Assist with the evaluation of the City's drainage system. Help determine causes of drainage issues, erosion concerns and recommend solutions. Assist citizen drainage/flooding questions and concerns.
  5. Tasked with identifying and evaluating potential flood management evaluations, flood management strategies, and flood mitigation projects and coordinating with TWDB for potential funding for such projects.
  6. Serve as Flood-Prone Property Buyout Program Coordinator.
  7. Program manager of the City’s Drainage Improvement District and Drainage Participation Project program.
  8. Provide recommendations to the City Floodplain Administrator.
  9. Lead the effort to pursue federal and state funding opportunities for drainage projects.
  10. Coordinate with other City Departments, outside agencies and utility companies for the design and construction of various City projects.
  11. Collaborates with staff and management across the organization and with outside third parties to clearly identify, explain and communicate their project involvement, project goals, expectations, objectives, policies, priorities, and tasks.
  12. Represents the Department and City by attending meetings, public events, and speaking engagements; attends staff meetings; schedules and coordinates project meetings and appointments.
  13. Communicate and respond to residents and outside agencies in regards to flooding, drainage and erosion questions and complaints and provide assistance and/or solutions.
  14. Prepare the projects’ item summaries, policy reports and resolutions for Council review and approval.
  15. Oversee the project’s preparation costs, agreements, design solutions and construction from start to finish.
  16. Provide design assistance to Street and Stormwater Departments.
  17. Other duties as assigned.

 

Minimum Education & Work Experience

- Bachelor of Science in Civil Engineering from ABET accredited school.
- Licensed Professional Engineer
- 7 years of municipal/drainage/related experience
Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

 

Preferred Knowledge - Abilities & Skills

Education/ Experience:     

  • Certified Flood Plain Manager (CFM)
  • 7-10 years-experience in management of Capital Improvement/Public Works and Drainage Projects

Knowledge, Skills & Abilities:           

  • Extensive knowledge of Civil Engineering principles, techniques and practices
  • Experience with FEMA floodplain regulations, floodplain modelling best practices and floodplain permitting.
  • Experience with drainage and stormwater system calculations.
  • Skill in Microsoft Office (Word, Excel, PowerPoint and Access)
  • Skill in hydrologic and hydraulic modeling software such as HEC-HMS, HEC-RAS, XPSWMM, FlowMaster, CulvertMaster software and AutoCAD.
  • Skill in Microsoft Office (Word, Excel, PowerPoint and Access)
  • Skill in Project Management Software (ie. Project Web Access, Microsoft Project, Projectmates, etc.)
  • Ability to read and interpret construction documents and plans
  • Ability to communicate written and orally in English
  • Intermediate ability to read plats, land records and other documentation

- Valid Class C Texas driver's license
