Waco, known as “The Heart of Texas” for its upbeat and friendly hospitality, is situated on the celebrated Brazos River and midway between Dallas and Austin on Interstate 35. With a population of almost 140,000, it is the largest city in Central Texas and the 25th largest city in the state. The Waco Metropolitan Statistical Area, consisting of McLennan and Falls Counties, has an estimated population of 280,428.
The Water Utilities Services Department is committed to the protection of public health and the quality management of water and wastewater services. Water Utilities Services is responsible for treating, transporting, storing, delivering, and metering drinking water for citizens and consumers; Wastewater Services, for safely and reliably transporting wastewater and maintaining and repairing all equipment and infrastructure necessary for these tasks, ensuring that all state and federal standards are met. The Waco Metropolitan Area Regional Sewage System is responsible for transporting the wastewater flows of the City of Waco and cities with wholesale contracts, treating the wastewater, releasing the clean effluent into the Brazos River, and disposing of residual solid wastes in an environmentally responsible way.
The City of Waco is seeking an approachable and hands-on servant-leader with the skills to take on the water and wastewater infrastructure of one of Texas’ Top-25 largest cities. Working with department leadership, the Utilities Capital Projects Division Manager will oversee the planning and resource allocation of the City’s utilities infrastructure, ensuring the effective completion of engineering and CIP projects to meet City goals and policies in compliance with state and federal regulations.
This position requires a bachelor’s degree in engineering and at least five years of work experience in engineering design, project management, and civil engineering, preferably in the public sector. Two years of supervisory experience and experience with water and wastewater utilities and infrastructure are preferred. An equivalent combination of education and experience (i.e., a master’s degree and five years of experience) may be considered. Candidates must also be registered as Professional Engineers in Texas — or able to obtain their license within one year — and possess a valid Texas driver’s license.
