The successful candidate may be offered a position in either the Engineer (PE) or Senior Engineer classification. The salary range for the Engineer (PE) is $82,793 - $95,211 annually; for the Senior Engineer position the salary range is $95,84 - $110,209 annually.

This positionan may be allowed to work from home up to 2 days per week.

The Public Works Department is looking for a highly motivated and innovative engineer to join our team. The Public Works CIP Engineer is a dynamic role that works on a variety of street maintenance projects through design and construction to help implement the City’s $231 million street bond program. Through this implementation this position will manage multiple street, sidewalk and screening wall projects. In addition to project management, the engineer will play a vital role in street condition assessments and future planning for upcoming projects.

Summary of Duties: Under general supervision of Engineering Division Manager, the Engineer (PE) performs general engineering work involved in the review of community investment and development engineering and construction projects to ensure compliance with City standards.

Distinguishing Characteristics: This is the journey-level classification in the Engineer series that follows diversified procedures and implements processes to accomplish end results, within guidelines. Immediate supervision is available upon request. This class is distinguished from Engineer, Senior in that the latter is a higher-level class in the series that performs more complex technical, investigative, and supervisory duties requiring a higher level of knowledge and skill.

Examples of ESSENTIAL JOB FUNCTIONS

  • Manages all phases of assigned community investment and/or development capital projects. Design CIP and other Public Works projects and serves as project engineer and/or project manager on assigned projects. Resolves engineering problems to ensure compliance to City standards. Coordinates the work of outside consultants, surveyors and City drafting technicians in the design of projects. Evaluates problems directed through citizens’ complaints, City department and division requests, or personal observation and coordinates the resolution to the problems. Manages projects in the design and construction phase; monitors projects to ensure that proposed construction plans accurately represent field conditions. Coordinates the resolution of overlapping technical problems with Planning and Transportation, Park Planning, Fire, Legal, Code Enforcement and Public Works Departments. Reviews design and construction details and specifications to ensure City standards are consistent with accepted engineering practices. Conducts site inspections as necessary for community investment and/or private development projects at all phases of construction. Reviews exhibits and descriptions for easements and right of way acquisition.
  • Regular and consistent attendance for the assigned work schedule is essential.

Typical Decisions: The incumbent evaluates engineering plans to ensure adequacy of design and compliance with City requirements; may instruct consulting engineers, developers and architects relating to requirements for approval of construction plans.

Minimum Qualifications:

Knowledge of: civil engineering techniques; construction practices; standard engineering design principles and techniques; City policies and procedures.

Skill in: Communicating effectively both verbally and in writing; establishing and maintaining effective working relationships.

Education: Bachelor's Degree in Civil Engineering or related field,

Experience: Minimum of five years of experience; or equivalent combination of education and experience, must possess a Professional Engineer License.  If P.E. license is not from the State of Texas, selected candidate must obtain Texas Registered Professional Engineer license within 6 months from the date of employment. 

Any work related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above specified education and experience requirements

Licenses and Certifications: Registration as a Professional Engineer in the State of Texas. Texas Class C driver's license (must obtain within 30 days of hire per state law).

Conditions of Employment:   Must pass a drug test, driver license check, criminal history background check, periodic CJIS background check (for positions requiring access into Police buildings) and social security number verification check.

Physical Demands and Working Conditions: Must possess mobility to work in and around City buildings and facilities, to operate a motor vehicle and drive on surface streets; strength, stamina, and mobility to perform light to medium physical work around machines, to operate varied tools and equipment; vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone or radio.  The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards.  Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate above-mentioned tools and equipment.  Positions in this classification bend, stoop, kneel, and reach.  Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 20 pounds.

Employees work in and around buildings and facilities and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, and mechanical hazards.

Senior Engineer

Summary of Duties: Under general supervision, the Engineer, Senior is responsible for the daily operational activities in the management and administration of the Public Works CIP or Development program.

Distinguishing Characteristics: This is the advanced journey-level classification in the Engineer series. The incumbent plans detailed methods to attain desired objectives working within established policy. Methods require use of initiatives and resourcefulness in developing processes and procedures. Works under indirect supervision, conferring with supervisor on unusual matters.

  • Coordinates review of engineering plans with other departments. Provides analytical and developmental recommendations relating to standard detail and specifications revisions, policy development, project management and program implementation. Coordinates the activities of plan review and project management by scheduling and assigning work to meet target dates. Develops, implements and monitors professional services and construction contracts. Verifies work completed and processes associated design and construction payments. Negotiates and mediates differences with contractors and reviews change orders. Evaluates and responds to technical inquiries from inspectors, consulting engineers, developers and contractors. Reviews exhibits and descriptions for easements and right of way acquisition. Prepares council agenda items for assigned capital, private development or other special. Provides technical assistance to inspectors, consulting engineers, developers and contractors by reviewing documents to ensure compliance with City procedures, ordinances, and other requirements. Prepares ordinances, resolutions, abandonments, and construction contracts/bid documents. Assists and leads staff engineers on plan review, use of proper procedure and interpretation of City requirements to insure conformance with City standards; conducts final inspection of construction projects. Designs CIP projects and/or performs as Project Engineer on more complicated projects with limited direction. Addresses and resolves citizen inquiries. Negotiates and develops professional service contracts (CIP only); approves pay requests (CIP only). Regular and consistent attendance for the assigned work schedule is essential. Manages the street condition-scoring program through procurement, implementation and analysis of street condition results related to future project planning and implementation. Coordinates the review of Street, Sidewalk and Screening Wall engineering plans Manages consultants, vendors and contractors for various Street, Sidewalk and Screening Wall construction and/or rehabilitation projects. . Assists with inspector training related to street, alley, sidewalk, and screening wall construction. Provides input on the prioritization of street, alley, sidewalk, and screening wall infrastructure replacement and maintenance. Presents to the public, council and committees to provide updates on projects and programs managed.

Minimum Qualifications:

Knowledge of: Civil engineering techniques; construction practices; Engineering Department functions, policies, practices and procedures; State and Federal storm water and environmental regulations; methods and practices of storm water management; State, Federal, and local permit regulations.

Skill in: Communicating effectively both verbally and in writing; managing more difficult engineering projects; working independently with little supervision; establishing and maintaining effective working relationships.

Education: Bachelor’s degree in Civil Engineering or related field.  Must possess a Professional Engineer License.  If P.E. license is not from the State of Texas, selected candidate must obtain Texas Registered Professional Engineer license within 6 months from the date of employment. 

Experience: Five (5) years of experience, after registration as a Licensed (professional) Engineer, reviewing and designing civil engineering plans and consulting with developers and contractors concerning municipal ordinances and requirements.

Any work related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above specified education and experience requirements
