Seattle Public Utilities (SPU) is seeking an experienced professional to provide leadership to SPU's Capital Improvement Projects (CIP) design section. The CIP design section currently provides engineering and design services for over $100M in capital projects annually with a team of 25 staff engineers and designers. This team is responsible for providing project and design engineering services to all SPU lines of business and is accountable for water system design, drainage, and wastewater system design. 

The CIP team provides technical expertise and services throughout the project life cycle with decisions associated with engineering and design standards, project status reports and performance metrics as projects progress. The Capital Project Design Manager leads and supports the Office's deliverables in the areas of cost, schedule, scope, quality, risk, and project performance metrics to ensure capital projects are developed and delivered in line with SPU's requirements and achieves the best value for customers. This position will inform and advise management on all capital projects and reports directly to the Engineering and Technical Services Division Director.

Job Responsibilities

• Direct, manage, supervise, coordinate the activities and operations of the CIP design section and coordinate assigned activities with other divisions, departments, outside agencies, and the general public.
• Ensure deliverables in the areas of cost, schedule, scope, quality, and risk are developed in line with SPU's project delivery procedures, policies, and SPU's stage-gate processes.
• Ensure preliminary engineering and design deliverables adhere to SPU's Design Standards and Guidelines and City Standards and Specifications for work in the ROW.
• Provide direct oversight, coaching and support to CIP design section supervisors and staff.
• Establish and manage work processes providing initial point of contact for all requests for section services, and direct work appropriately. Determine and assess priorities for division work, redistribute or acquire needed resources, both internal and consulting, to meet high priority section needs. Establish and track section workplans. As design services lead, establish relationships with internal clients.   Ensure clarity of work requests, communicate regularly, and deliver services to client’s satisfaction.
• Establish and oversee section's quality control and quality assurance procedures. Apply continuous improvement techniques to ensure appropriate balance between quality and value.
• Establish section O&M Budget and manage annual spending.
• Participate as an active member of the division leadership team and member of branch or department-wide committees as assigned.
• Procure design consultants, negotiate contracts, develop, and manage project scope, schedule and budget.
• Apply innovative analysis of section and division processes and procedures and implement improvements using change management techniques.

Qualifications

Education:  Bachelor's degree in Civil Engineering.
 
Experience: five (5) years increasingly responsible professional-level experience in managing and/or performing project and design engineering functions for complex environmental programs or public works capital projects AND Two (2) years of direct supervisory experience is required.
 
Education/Experience Equivalency:  Combinations of appropriate education, training, certification, and experience will be evaluated on an individual basis for comparability to the minimum education and experience requirements.
 

License, Certification and Other Requirements: Professional Engineering License in the State of Washington (or through reciprocity).

Workplace Environment (Telework Expectation):
This position allows for the flexibility of a hybrid work schedule. Employees will be required to come into the office twice a week. Individual schedules will be agreed upon by the employee and their supervisor.
