If so, Seattle Public Utilities (SPU) has an exciting opportunity for an Engineering & Systems Support Manager position. Successful candidates will provide overall management of the Engineering & Systems Support section and assure efficient, effective, and equitable delivery of its services. As Manager you’ll also supervise and provide managerial oversight of three (3) work groups that perform the following functions:  landslide protection, spot drainage projects, asset inspection and analysis, dam safety, geotechnical engineering, claims evaluation, and cathodic protection. We are interested in candidates who are open to new ideas, have a desire to learn and grow professionally, enjoy collaborative work, and enjoy public sector work. The Engineering & Systems Support section is part of the Engineering and Technical Services Division (ETSD), and it provides a broad range of engineering services to support all SPU lines of business and needs of other city departments including Asset Engineering, Dam Safety and Geotechnical Engineering.

Job Responsibilities

 

  • Direct, manage, supervise, coordinate the activities and operations of the Engineering Systems and Support (ESS) section and coordinate assigned activities with other divisions, departments, outside agencies, and the general public.
  • Establish and manage work processes providing initial point of contact for all requests for section services, and direct work appropriately. Determine and assess priorities for division work, redistribute or acquire needed resources, both internal and consulting, to meet high priority section needs. Establish and track section workplans.
  • Assist the ETSD Director in the management of O&M and project budgets, work plans, workload management, support of ETSD management team efforts, special initiatives, and issues that come up that require support from the position, or other work as assigned.
  • Communicate executive level messages and initiatives to supervisors and their staff and communicate staff level issues up to the ETSD Director when they require executive level involvement.
  • Provide the right balance of engagement vs. delegation to direct reports and staff on project, program, or other issues as they arise.
  • Coordinate with other work groups in ETSD, SPU, and other City Departments as needed to facilitate successful projects, programs, workload balancing, and issues resolution.
  • Participate as an active member of the division leadership team and member of branch or department-wide committees as assigned.
  • Procure consultants and non-professional service providers (such as drillers), negotiate contracts, develop and manage project scope, schedule and budget.

  • Apply innovative analysis of section and division processes and procedures and implement improvements using change management techniques.

    Qualifications

    Experience:  Five (5) or more years of professional civil engineering experience, including two (2) years supervisory experience.
     
    Education:  A Bachelor's degree in Civil Engineering (other combinations of education and/or experience which provides preparation to do professional civil engineering work).

    Education and Experience Equivalency: Combinations of appropriate education, training, certification, and experience will be evaluated on an individual basis for comparability to the minimum education and experience requirements.

    License:  Registration as a Professional Engineer in Washington State (or ability to obtain through reciprocity within 6 months).

    Workplace Environment (Telework Expectation): This position allows for the flexibility of a hybrid work schedule. Employees will be required to come into the office twice a week. Individual schedules will be agreed upon by the employee and their supervisor.
