PRIMARY FUNCTION:

Under the supervision of the Public Works Director/City Engineer, the Assistant Engineer performs a wide variety of entry-level professional engineering office and field work duties.  These duties may include engineering calculations, minor design, specification writing, quantity takeoffs, plan checking, report writing, construction observation, public assistance, permit issuance, plan tracking, and support services for the Public Works Supervisor, Parks Supervisor, and Public Works Inspector.

 

ESSENTIAL DUTIES: 

The duties assigned include, but are not limited, to the following:

Collects data; makes engineering calculations; prepares quantity and cost estimates; performs minor design and drafting in the preparation of maps, drawings, profiles, easements, rights-of-way, and related matters.

 

Performs preliminary engineering studies and field investigations regarding streets, storm drains, parks, traffic conditions, and other public works projects.

 

Prepares supporting documentation and reports for City Council and Traffic Commission.

 

Assists in the coordination of City storm water quality programs and activities.

 

Prepares NPDES documents, correspondence, and reports; and attends public agency NPDES meetings.

 

Performs NPDES inspections of residential, commercial, and industrial properties.

 

Responds to resident inquiries of engineering and public works issues and Requests for Service.

 

Tracks, processes, and plan checks improvements, grading, and traffic control plans for conformance with City and industry standards and codes. 

 

Processes tract maps, parcel maps, abandonments, quit claims, lot line adjustments, lot merges and related documents.

 

Provides public counter assistance, issues Encroachment Permits, and tracks engineering plans.  Interfaces with private engineers.  Reviews and prepares comments on planning applications.

 

Collects and tracks bonds, fees, and deposits.

 

May observe public works projects for conformance with the plans and specifications and performs minor contract administration work.

 

Administers the annual Weed Abatement Program and conducts inspections.

Assists the Public Works Supervisor, Parks Supervisor, and Public Works Inspector in their daily duties.

 

Represents the City Engineer at technical agency meetings; may be required to attend and/or facilitate day or evening meetings.

 

Establishes and maintains effective working relationships with City staff, consultants, and the public.

 

Performs related duties as assigned.

 

MINIMUM QUALIFICATIONS:

 

Knowledge of:

Modern office practices, methods, and computer equipment.

 

Record keeping methods and techniques.

 

Principles of business letter writing and report preparation.

 

Basic principles of physics, advanced mathematics, and practices used in Civil Engineering for field and office work including design, surveying, construction methods, traffic control, maintenance practices, specifications, cost estimating, and project administration.

 

Customer service techniques.

 

Ability to:

 

Establish and maintain cooperative-working relationships with those contacted in the course of work.

 

Communicate effectively in English, orally and in writing.

 

Maintain complete records and prepare comprehensive reports.

 

Understand and follow oral and written instructions and work independently in the absence of supervisor.

 

Operate modern office equipment, including knowledge of Windows applications.

 

Make complex engineering computations.

 

Develop design solutions for public works projects and interpret plans and specifications.

 

Understand engineering standards and related laws.

 

Conduct exacting engineering research and write technical reports.

 

Observe and administer construction projects.

 

Support the street and parks maintenance operations.

 

Facilitate meetings and make public presentations.

 

Safely operate a vehicle.

 

On occasion, attend evening meetings or meetings outside City Hall.

 

On occasion, develop and conduct weekend or evening public outreach events.

 

Learn additional duties to grow within the organization.

 

Experience:

Any combination of training, education, and experience that would provide the required knowledge, skills, and abilities is qualifying.  A typical way to obtain the required qualifications would be:

 

Bachelor’s degree with major course work in Civil Engineering and possession of an Engineer-in-Training Certificate.  One year minimum of public agency experience desirable.

 

 

 

Licenses Required:

 

Must possess and maintain a valid California Driver’s License.

 

Physical Demands and Working Conditions:

 

Environmental Conditions:

Office/Field environment; travel from site-to-site; exposure to outdoor weather conditions, noise, dust, odors, vibrations, smoke, and other potential irritants found in residential, commercial, and industrial environments.

 

Physical Conditions:

 

Essential functions may require moderate physical effort, typically involving climbing and balancing, stooping, kneeling, crouching, crawling, lifting and moving of objects and materials of moderate weight (25-50 lbs), standing for extended periods, and working in inclement weather.

 

Tools and Equipment:

 

Motorized vehicles, power and hand tools, cellular and regular telephone, calculator, computer, copy and fax machines, and other modern office equipment as necessary.
