JOB DESCRIPTION

Job Overview

Licensed professional engineer assigned as a technical lead, project manager or team leader to provide engineering services for the investigation, evaluation, planning, computer modeling, design, construction, and construction inspection of public infrastructure and systems for projects.

Ideal Candidate

The ideal candidate will have a PE License in the state of Florida and six years of post-registration experience; bachelor's of science degree in civil and environmental engineering; design experience related to stormwater management systems for capital improvement projects; excellent customer service to interact tactfully, professionally, and courteously with residents and internal and external customers.

  • Supervises and provides leadership and guidance to subordinate positions in the Stormwater and Drainage Capital Programs Design Unit. Leads staff, leads change, builds coalitions, exercises business judgment, monitors progress, and delivers results. Supervises employees by communicating regularly, motivating, evaluating, planning, and directing employee work. Initiates and follows through with personnel actions, completes performance appraisals, and provides training opportunities and resources to subordinate positions. Delegates and supervises stormwater drainage capital improvement projects during design production, right of way acquisition and permitting activities. Completes employee performance evaluations in accordance with County procedures. Prepares, delegates, and supervises drainage design activities. Assists in the preparation of inhouse permit applications for submittal to regulatory agencies. Exercises mature engineering judgement in drawing creative conclusions and recommends changes to stormwater design methodology. Maintains thorough knowledge of Drainage design and Stormwater and Environmental Permitting criteria, policies, regulations, procedures, and engineering policies relative to plans production.
  • Manages drainage design contracts which requires preparation of Letters of Authorization, Scope of Services, invoice authorizations, consultant negotiations, budget management, and other miscellaneous duties. Assists the Hillsborough County Capital Improvement Program project managers with consultant selections, scope preparations, staff hour negotiations, schedules, cost estimates and related items. Administers one or more County wide contracts requiring preparation of Task Work Orders, Scopes of Services, invoice authorizations, consultant negotiations, budget management, and other miscellaneous duties. Assists in the development and delivery of training courses or presentations in the areas of stormwater and permitting to a variety of audiences.
  • Assists the Design Services Manager with duties as needed. Responds to inquiries from citizens.  Coordinates drainage design with other agencies such as State, cities or Water Management Districts and serves as a liaison between the County and agents of the Regulatory Agencies. Applies knowledge of federal, state, and regional regulatory agency rules and regulations and understanding of hydrologic engineering principles, practices, and computations to help the County obtain all necessary permits. Determines and sets right of way requirements for drainage and serves as an expert witness. Provides expert witness testimony for Eminent Domain cases.
  • Reviews hydraulic studies and provides technical feedback for hydraulic reports such as Location Hydraulic Reports and Pond Siting Reports for Project Development Studies and Design. Provides recommendations on permitting aspects during the Project Development & Environmental (PD&E) process and Design phases on multiple types of capital improvement projects. Determines and sets right of way requirements for drainage.

Duties and Responsibilities

  • Develops goals, objectives, strategies, policies, procedures and budgets for large and complex projects. 
  • Manages and is responsible for one or more phases of large public infrastructure or development projects.
  • Manages the capital improvement program (CIP) projects, including development and procurement, and engineering and construction contracts.
  • Independently reviews and approves development activities and conditions with engineers and developers.
  • Signs and seals engineering documents.
  • Serves as technical specialist or subject matter expert in the application of advanced concepts, principles and methods in assigned area; remains informed of new techniques, technology, and requirements for the purposes of recommending changes in programs or applications; interprets, organizes, executes and coordinates assignments.
  • Applies a thorough knowledge of current principles and practices of engineering as related to the variety of aspects affecting the County; applies expertise acquired through progressive experience to resolve crucial issues and unique conditions; remains informed of new methods and practices impacting the Department and County, and recommends new practices or changes in emphasis of projects.
  • Supervises a staff of Engineers, Engineering Associates, Engineering Technicians, and Engineering Interns; plans, schedules, coordinates the preparation of documents and activities for multiple major projects; reviews operational procedures to ensure compliance with applicable policies and performance measures. Supervision requirement may be waived if the professional possesses a doctorate in engineering and serves as a recognized subject matter expert in a department-related field.
  • Establishes design and construction budgets and monitors expenditures for budget conformance.
  • Interacts with clients, customers, officials, contractors, and others; leads project meetings and makes presentations; represents the County and maintains productive relationships with individuals and related organizations.
  • Performs other duties as required.

Job Specifications

  • Knowledge of the principles and practices for assigned functional area.
  • Knowledge of large and complex construction project management methods and practices.
  • Knowledge of computer modeling and computer-aided drafting and mapping software and applications.
  • Knowledge of federal, state and local laws, regulations, and ordinances, and other professional sources of information pertaining to public infrastructure, building and zoning codes, environmental permitting, and real estate.
  • Knowledge of the principles and practices of land surveying.
  • Knowledge of County’s comprehensive planning, capital improvement projects, and growth projections.
  • Knowledge of field testing, sampling and investigative techniques and procedures.

Physical Requirements.

  • Work is performed in the office and construction sites.
  • Requires frequent standing, sitting, walking, and stooping.

Work Category

  • Light work - Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. Minimum Qualifications Required

  • Registration in the State of Florida as a Professional Engineer (active status) in the applicable discipline as required by the Florida Statutes Chapter 471; AND

(An applicant who holds a valid license to practice engineering in another state or territory of the United States, must meet current requirements to be licensed in the state of Florida as a professional engineer, and obtain the license within 6 months of employment.)

  • Six years of post-registration experience as a Professional Engineer in the applicable discipline.

Emergency Management Responsibilities

In the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department, the County’s Office of Emergency Management, or County Administration. Such assignments may be for before, during or after the emergency/disaster.

Employees in this classification that acquire the competencies and minimum qualifications for the next tier will be able to apply for promotional opportunities through a competitive selection process. Employees will not automatically be upgraded to the next tier. Reclassifying a position is based on business need and financial impact and is not based solely on the job competencies or qualifications of the incumbent.
