An Assistant Director position is available with the City of Fort Worth Transportation and Public Works Department to lead the department’s Capital Delivery Division. The Capital Delivery Division has 103 positions and delivers annually over $375 million capital improvement infrastructure projects.  It oversees most horizontal capital projects encompassing street, stormwater, and mobility improvements, managing from cradle to grave their design, construction, and inspection. Capital projects include new infrastructure as well as rehabilitation of exiting systems. The division also provides inspection services for citywide construction activities, material testing and survey services. The position is a member of the Department’s Senior Management Team, reporting to the Director and plays a vital role in shaping the City’s public works program.

An Assistant Director – Capital Delivery job responsibilities include:

  • Operations, services, and activities of a comprehensive municipal transportation and public works department including:
    • Principles and practices of program development and administration.
    • Knowledge of consultant management during design.
    • Management and administration of budgets.
    • Knowledge of modern management practices.
  • Ability to communicate with outside agencies, project partners, and the public.
  • Knowledge of pertinent federal, state and local laws, codes and regulations relating to transportation and stormwater.
  • Ability to perform complex management, administrative, and fiscal functions such as; Horizontal capital program planning, management, and execution, and manage operating and capital budgets.
  • Develop long-range capital program planning and management for diverse portfolios of work.
  • Incorporate alternative delivery methods. (CMAR, Design Build, etc).
  • Develop, coordinate, and implement the Division’s annual Business and Work Plans.

Minimum Qualifications:

  • Bachelor’s degree from an accredited college or university with major coursework in civil engineering, architecture, public administration, planning, construction management, or a related field.
  • Six (6) years of increasingly responsible administrative and management experience related to the management of capital delivery and experience working with design consultants, contractors, and community groups, including four (4) years of supervisory experience.
  • Valid driver’s license.

Preferred Qualifications:

  • Possession of the following certifications Certified Construction Manager (CCM), Project Management Professional (PMP), Program Management Professional (PgMP), or Professional Engineer (PE) license.
  • Experience with E-Builder, Bluebeam, Accela or other similar project management software.
  • Large scale program management experience, preferably within transportation.
