The District is seeking an experienced professional to fill a key leadership role as the Deputy General Manager – Fort Bend Operations.

Job Summary - The Deputy General Manager serves as the Chief Operating Officer of the Fort Bend Subsidence District and provides the day-to-day leadership, management, and vision necessary to ensure that the District has the proper operational controls, administrative and reporting procedures, and people systems in place to complete the District’s mission effectively. Works with the General Manager to implement actions taken by the Board of Directors appointed by elected officials within Fort Bend County. Serves as the primary point of contact for the District’s regulatory plan and represents the General Manager from time to time at regulatory and water-related meetings, conferences, and workshops. The position accomplishes this through a respectful, constructive, and energetic style, guided by the District Mission and the Direction of the General Manager.

  • Provide day-to-day leadership and management to a service organization supporting the mission and core values of the District. Bottom line: Build a resilient, capable, and customer-focused District.
  • Supports the Board of Directors by providing timely, accurate, and up-to-date information on pending actions and implementing Board directives.
  • Provide support to the General Manager through effective collaboration in the development of strategic plans, water management strategies, and regulatory policies to provide for the water needs of the District while preventing subsidence.
  • Serves as the primary point of contact for the District’s regulatory plan and rules.
  • Completes all permit recommendations for Board consideration and oversees the compilation of permit applications for public hearings.
  • Responsible for the implementation of short and long-range plans to achieve the District’s goals.
  • Directs the compilation, publication, and archival of the District's Annual Groundwater Report.
  • Coordinates technical consultant teams on projects of high visibility and high impact.
  • Assist the General Manager in the development and implementation of long-term strategic plans that ensure the long-term viability of regional water resources while supporting the District’s mission objectives.
  • Provide leadership to staff and implement plans for the operational infrastructure of District systems, processes, and personnel.
  • Motivate and lead a customer-focused team, identify and propose changes to workflow and processes to improve efficiency, and provide mentoring to employees.
  • Effectively communicate the needs, accomplishments, and goals of the District with the public, regional water authorities, local water providers, and local/regional/state/federal public officials.
  • Maintain professional technical knowledge of subsidence and water planning by attending educational workshops, presenting at local, state, and international symposia on subsidence-related topics, and participating in professional societies and local engineering groups.

Required Education and Experience

  • Master’s Degree in an Engineering Field or equivalent experience.
  • At least eight years of experience in water planning while leading complex projects that included client relations and supervision.

Preferred Education and Experience

  • Three or more years of work experience in City, County, or State government.
  • Two or more years of regulatory experience.
  • At least five years of management experience in a water-related field or industry.
  • Three or more years of experience planning and executing complex projects of significant scope.

Additional Eligibility Qualifications

  • Demonstrated experience in financial planning and analysis with previous supervisory experience.
  • Excellent people skills, with an ability to support the General Manager and contribute to a diverse leadership team.
  • Possess personal qualities of integrity, credibility, and commitment to the District’s Mission.

Work Environment - This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines.

Physical Demands - The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to talk and hear. The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms. The employee may need to lift items of awkward size weighing up to 50 lbs in and out of District Vehicles. The employee will travel primarily by personally operated vehicle and may, from time to time, fly to locations within Texas and nationwide. Must be capable of reading, writing, and understanding material that is highly technical in nature.

Position Type/Expected Hours of Work - This is a full-time, salaried position. Typically, a forty-hour workweek can involve late hours of work as well as duty on an irregular timetable. Typical office hours are 8:00 AM to 5:00 PM. This position is eligible for an alternative work schedule and duty stations. The primary duty station is in Richmond, TX.

Travel - Travel is primarily local during the business day, although some out-of-the-area and overnight travel may be required. This position is officed at the Fort Bend Subsidence District office in Richmond, TX; however, travel to the Harris-Galveston Subsidence District office in Friendswood, TX, will be required as needed.
