Reviews and submits CIPs for user departments; develops scope and cost information; coordinates CIPs with budget office and user departments; manages CIP specifications and bid documents.
Reviews and coordinates contract document “boiler plate” language for city’s “Standard Forms and Agreement” provisions for construction contracts; schedules and coordinates Consultants’ Competitive Negotiation Act (CCNA) selection processes; oversees process for review of qualifications of CCNA submittals;, takes responsibility for preparing and issuing Requests for Qualifications, facilitating shortlist presentations and making recommendations.
Establishes annual contracts with architectural and engineering firms for design, bid document preparations, construction inspection, surveys, landscape design, and related services; manages architectural and engineering design.
Prepares and updates the Department’s Strategic Plan to align with the Mayor’s strategic initiatives. Creates, maintains, updates, and implements departmental standard operating procedures. Implements best practices for continuous improvement of work processes.
Plans and implements building improvements required by federal, state, and local regulatory agencies, including but not limited to, the American with Disabilities Act, energy conservation, sustainability and resilience.
Administers contracts from the bid evaluation phase through fulfillment of the contract including managing change orders, approving payment disbursements, dispute resolution and other matters related to execution of contracts and agreements. As necessary, carries out contract terminations or defaults together with the surety and Legal Department in a timely manner.
Prepares reports and correspondence; assigns, develops, and evaluates staff; manages departmental budget and work processes.
Performs related work as required.
