Job Description

Loudoun County's Department of Transportation & Capital Infrastructure is currently seeking qualified applicants for the position of Deputy Director. This is a senior level Deputy Director position that provides leadership and oversight for the Department’s Divisions of Transportation Capital Projects, Facilities and Public Infrastructure, and Transportation Planning and Traffic Engineering. The annual capital improvement budget managed by the position is in excess of $1.0 billion dollars. The Deputy Director also is responsible for Department’s technology systems, project related public outreach and communications. This position is responsible for the timely delivery of capital and Board directed infrastructure projects including procurement of professional services, development of project designs, contract administration and land acquisition related to the County’s capital funded projects, (exclusive of public schools), and includes a broad range of transportation functions, such as short and long range transportation planning, land use application referrals for the transportation discipline, managing traffic data collection; safety and operational studies, traffic engineering projects and analysis relating to citizen complaints, bicycle and pedestrian mobility projects, traffic calming, warrant analysis (signal and stop-control), intersection justification reports and other operational related evaluations; the review of land development applications including traffic impact statements to verify that traffic impacts are mitigated appropriately; and transportation travel demand modeling. Additionally, the position provides project-related cost and schedule analysis, advises on policy matters and ensures compliance with applicable federal, state, and local regulations. The Deputy Director oversees the management of multiple, highly complex projects, coordinates problem solving of emergency or ad hoc projects designated by the Director and provides strategic planning for the department’s long and short-term goals and objectives. This position presents to community members, the Loudoun County Board of Supervisors and other public forums on a wide variety of capital design and construction issues, transportation planning and traffic engineering issues and is responsible for leading and managing a high-performing staff of architects, engineers and planners, as well as maintaining a professional work environment in accordance with County policies and procedures.

Successful candidates will also possess comprehensive knowledge of the theory, principles, and practices of engineering/architecture design, contract management and construction techniques; construction scheduling experience, including the ability to solve all common and unusual problems encountered during design and construction; thorough knowledge of all applicable Federal, State and local laws, codes and ordinances; the skills to defend and negotiate agreements and contract resolutions concerning transportation and capital infrastructure projects; as well as the capacity to determine best use of human, fiscal and material resources. Candidates must also possess excellent communication skills and the ability to develop strong working relationships with the Department Director, other County staff, state agencies and regional partners.

Job Requirements

Masters degree in Business, Public Administration or department related area; five (5) years of directly related, progressively responsible work experience including three (3) years in a supervisory or management role preferably in a government setting; or equivalent combination of education and experience.

Salary commensurate with experience.

Special Requirements

The successful candidate must be available to support evening Board of Supervisors and Board Committee meetings, as well as conduct or support project-related public information meetings and public hearings. Candidates must hold a valid driver’s license.
