Provides leadership and oversight to the Water Operations, Supervisory Control and Data Acquisition (“SCADA”), and Electronics divisions of Okaloosa County Water and Sewer (“OCWS”)

**This position's official job title is: Water Supply and Systems Control Manager.**

MINIMUM QUALIFICATIONS

Education, Training and Experience. 

Bachelor’s degree in electrical or civil engineering or closely related field; or, Class "A" Water Treatment Plant Operator license issued by the state of Florida; or if equivalent license in another state, Florida Class "A" Water Treatment Plant Operator license must be obtained within two (2) years of employment; or, Class “B” Water Treatment Plant Operator license issued by the state of Florida, or if equivalent license in another state, Florida Class "B" Water Treatment Plant Operator license must be obtained within two (2) years of employment, and a Bachelor’s degree in business, organizational management or closely related field.

Supplemented by five (5) years of responsible experience in water operations, SCADA, and/or electronics, three (3) of which shall be acquired in a supervisory/management capacity. Availability for response to emergencies outside of normal duty hours is required.

License and or/Certificates: Requires a valid driver license.

Examples of Work: 

Performs personnel management functions (i.e. interviewing, hiring, training, employee recognition, performance evaluations, accountability, disciplinary actions, etc.).  Provides leadership and guidance to staff; effectively diffuses tense situations, manages conflict and provides technical direction to assigned staff. Oversees budgeting for the Water Operations, SCADA and Electronics Divisions. Functions as senior manager/leader over the operations of the public drinking water supply (wells, tanks, and booster stations); and the systems control operations (SCADA and electronics) which support lift stations and water supply sites. Ensures collaboration between Water Operations, SCADA, Electronics, and other divisions of the department for normal operations, projects, and emergencies. Stays abreast of regularly changing water quality requirements and implements changes as needed to ensure continual compliance with requirements. Manages projects related to infrastructure rehabilitation, replacement, and upgrades; develops and implements plans for proactive maintenance. Mentors supervisors, foremen and leads to develop management and leadership skills. Collaborates and coordinates with agencies (FDEP, NWFWMD, etc.), customers, other utilities, the Board of County Commissioners, and other divisions as required for strategic initiatives. Oversees water system emergencies. Performs other duties as assigned.
