Are you a creative and innovative civil engineering program manager? Seattle Public Utilities (SPU) is recruiting for an engineer to lead SPU's ditch, culvert, sandbox, and junction box asset management plans. This position provides engineering support for our existing system of ditches, culverts, green infrastructure, and other conveyance structures, as well as, reviewing, planning and prioritizing for new assets, both in the Right-of-Way (ROW) and on SPU facilities.

Job Responsibilities


  • Implement knowledge of civil engineering principles, practices, and methods to storm and surface water conveyance projects, sites, and assets.
  • Review or prepare contracting documents for technical specifications, and scope of work for consultants and contractors, including invoice review, approval of payment authorization, and overseeing contract(s).
  • Manage consultants to conduct formal engineering assessments and/or perform assessments for culvert/creek culvert structural conditions.
  • Act as technical expert in hydraulic, open channel flow, and piped conveyance. 
  • Provide and develop recommendations including supervising structural inspections, performing, or overseeing hydraulic flow analysis, and preparation of condition assessment reports and recommendations for assets.
  • Collaborate with maintenance staff on drainage issues to find operational solutions or initiate capital improvement projects (CIP).
  • Perform preliminary and final design reviews and/or prepare design criteria for ditch, culvert, and other related drainage projects for CIP and O&M. Review and ensure compliance with design plans and scope of work.
  • Assists in the development of engineering standards and specifications.
  • Develop and manage long-term budget and annual spending plan including workload forecast.
  • Meet with the public and representatives of other agencies and City departments to discuss current or proposed projects to address conveyance constraints or issues of concern.
  • Supervise or lead the work of staff, interns, and consultants.
  • Develop or support capital improvement plans to address flooding and drainage issues, including prioritization.
  • Participate on project teams throughout the project lifecycle, representing asset management, operations, and maintenance.
  • Coordinate with other city departments to identify conflicts and opportunities with utility infrastructure.
  • Participate in the development of policies, codes, and procedures.  
  • Present engineering planning results and data to a variety of audiences including other engineers, managers, etc.
  • Respond to resident requests and participate in public programs as needed.
  • Conduct site/field visits as needed.

Experience: Five (5) years professional civil engineering experience.  

Education: Bachelor’s Degree in Civil Engineering or Civil Engineering Technology. 

Education and Experience Equivalency:  Combinations of appropriate education, training, certification, and experience will be evaluated on an individual basis for comparability to the minimum education and experience requirements.


License, Certification and Other Requirements


The ideal candidate should possess:

  • Experience as a project engineer/manager on technically complex and visible projects.
  • Ability to coordinate a multi-discipline team and work independently to resolve most routine problems.
  • Technical expertise in civil engineering drainage/open channel flow.
  • Excellent communication and writing skills.
  • Experience working in the public Right of Way with customers to exchange information, provide education, answer questions, and respond to complaints.
  • Ability to use software, databases and spreadsheet programs.
  • Ability to apply sound engineering judgement under stressful situations to develop recommendations and make decisions.
  • Understanding of liability issues as they relate to utilities.
  • Ability to understand permit requirements.

Work Environment/Physical Demands

  • Most work is performed in a normal City work/office environment. 
  • Field assignments entail exposure to all types of weather, traffic, hazardous/toxic substances, and work in or near construction sites. 
  • May be required to stand, walk, or bend for extended periods of time.

Workplace Environment (Telework Expectation):

This position allows for the flexibility of a hybrid work schedule. Employees will be required to come into the office twice a week. Individual schedules will be agreed upon by the employee and their supervisor.

The full salary range for this position is $57.96 - $67.49 per hour.
