GENERAL PURPOSE: 

Under the general supervision of a Senior Civil Engineer, direct and coordinate work within the Public Works Transportation Engineering Division including but not limited to capital projects dealing with intersection improvements, street widening, sidewalk improvements, bike lane improvements, new road construction, and bridge maintenance/construction. Perform duties as the Project Manager for assigned projects. Assist Public Works managers and staff in the analysis and planning for transportation needs of the City. Employ project management skills to gain informed consent from affected parties on assigned projects while working to expedite project planning, design and construction in a logical, safe and responsible manner.  

The salary range for Civil Engineer I is $80,300.00- $108,500.00 per year with a hiring range of $80,300.00 - $94,400.00, depending on qualifications and experience.  

The salary range for Civil Engineer II is $88,000.00- $123,200.00 per year with a hiring range of $88,000.00 - $105,700.00, depending on qualifications and experience.

CIVIL ENGINEER I:

ESSENTIAL JOB FUNCTIONS:

With emphasis in Transportation/General, Transportation/Structural or Transportation/Pavement Management provides professional and technical expertise to:

  1. Maintain a detailed knowledge of City of Loveland, CDOT and AASHTO standards, specifications, design and construction criteria for use in the execution of City Capital Improvement Program (CIP). Must be able to implement professional judgment in the assessment of contradictory requirements, goals or standards in the best interest of the City.
  2. Prepare Request for Proposals (RFP’s) for the selection of consultants. Interview, evaluate, negotiate with and hire consultants to assist with transportation planning, street design, structural design, construction management, property acquisition, surveying, aerial mapping, bridge inventory work and/or related drainage design work.
  3. Monitor and direct consultants performing design/construction plan preparation for projects in the City’s transportation CIP. Duties include interacting with other City departments, other governmental agencies, utilities, affected property and business owners and other impacted parties.
  4. Perform critical project management duties including cost estimating, project tracking /reporting, specification preparation, and bid package development.
  5. Perform construction management functions for CIP projects, including quality control, progress payment preparation, writing and approving change orders, handling contractor disputes/claims, interfacing with affected property and business owners, public information, utility adjustments/relocations and project closeout.
  6. Represent assigned Public Works projects at City Council, Planning Commission and other Boards and Commissions. Make formal presentations to boards, commissions, Council, other agencies, affected citizens, service clubs and organizations to explain City capital projects as necessary.
  7. Compose a wide range of written communications, ranging from memos and letters to detailed reports in support of the group mission.
  8. Provide feedback and direction to assigned inspection and technical staff, helping them to understand assignments, analyze situations and make decisions. The ability to make field design decisions needed to correct plan deficiencies as needed.
  9. Assists with department projects, programs, activities, and objectives.
  10. Performs other duties as assigned.

OTHER JOB FUNCTIONS:

The candidate with emphasis on Transportation/Structural should be specialized in the following areas:

  1. Function as liaison between City and consultant performing biennial bridge inspection and rating program; compile and furnish consultant with data on new structures that need to be added to the inventory and provide information to requesting entities.
  2. Maintain a detailed knowledge of City, CDOT and AASHTO standards, specifications design and construction criteria.
  3. Maintain an understanding of the State and Federal funding mechanisms for bridge improvements and employ this toward the acquisition of funds for the maintenance and or upgrade of City bridge inventory.
  4. Maintain an understanding of the procedures/requirements to administer the use of State and Federal funds for bridge, highway and road projects.
  5. Maintain an understanding of bridge structural design techniques to allow for the review of design drawings, cost evaluation, safety and value engineering.

 

The candidate with emphasis on Transportation/Pavement Management should be able to fulfill duties in the following areas:

  1. Act as the group leader for the Public Works Engineering Design Group. These duties require working with the design group to set the group mission and goals, to monitor those goals and to represent them at leadership team meetings.  Work with each member of the group to prepare individual performance plans and yearly goals.  Carry out other duties of a supervisor.
  2. Maintain a detailed knowledge of City of Loveland storm drainage criteria and a working understanding of storm drainage modeling and design to assist in project scoping and submittal review.
  3. Act as the City’s Pavement Manager to cost effectively develop and implement the City’s street resurfacing program. Maintain the City’s pavement management data base to meet Federal criteria.  Evaluate programs and new technologies for use in the City’s maintenance program.
  4. Review Final Pavement Design recommendations for development projects. Maintain an understanding of geotechnical sampling/testing and pavement design procedures. Prepare pavement evaluations and designs for maintenance road reconstruction as necessary.
  5. Maintain an understanding of the State and Federal funding mechanisms for state highway overlay improvements and employ this toward the acquisition of funds for the maintenance and or upgrade of state highways within the City’s limits.

 

SUPERVISORY DUTIES:

Civil Engineers, Technicians, Public Works Inspectors, Interns, and/or others as assigned.

 

JOB QUALIFICATIONS:

Knowledge, skills and abilities: 

Knowledge of the principles and practices of civil engineering related to transportation.  An understanding of the fundamentals of supervision and leadership.  Knowledge of business management – revenues, expenditures, budgeting, cost tracking, goal setting, delegation, evaluation, and communication.  Ability to compose complex reports and deliver detailed presentations regarding potentially controversial issues.  Ability to solve complex problems regarding street construction and transportation issues.  Ability to prepare contracts for professional services, construction, and pavement management.  Ability to negotiate property acquisition.  Knowledge of modern office practices, procedures and equipment.  Ability to understand and follow oral and written directions.  Proficient computer skills.  Experience using AutoCAD, Microsoft Word, Excel, Access and other computer software.  Ability to independently solve problems, work under pressure, and meet reasonable deadlines.  Capable of maintaining confidential information.  Strong organizational skills.  Strong written and oral communication skills.  Knowledge of proper spelling, punctuation, grammar, arithmetic, and business English.  Ability to learn and apply technical terminology related to the Public Works Department.  Must possess a valid driver’s license.

 

Education and/or formal training:

B.S. in Engineering or related field preferred.

 

Experience:

Four (4) years or more experience in civil engineering with a background in structural engineering related to bridge design/construction and funding; urban street widening and intersection design/construction and project management.  Experience directing consultants with a wide range of professional skills to address funding, land surveying, environmental, social, utility and other concerns facing urban transportation projects.  Experience in developing, monitoring, and regulating budgets, including professional services and capital construction projects.

 CIVIL ENGINEER II:

ESSENTIAL JOB FUNCTIONS:

  1. Maintain an understanding of the State and Federal funding mechanisms for state highway improvements and bridge improvements. Employ this toward the acquisition of funds for the maintenance and or upgrade of bridges and State highways within the city limits.
  2. Maintain an understanding of bridge structural design techniques to allow for the review of design drawings, cost evaluation, safety, and value engineering.
  3. Create and manage a bridge inventory database and an inspection/maintenance plan for the City that includes major and minor roadway structures within the public right of way. Coordinate with administrative staff as necessary to maintain updated structure information on the City’s geographic information system.

Education and/or experience:

B.S. in Civil Engineering or related field or a combination of eight (8) years of education and/or experience may substitute for the B.S. degree.  Additionally, a minimum of six (6) years of experience in civil engineering with a background in urban street widening and intersection design and construction, structural engineering related to bridge maintenance/design/construction and funding, transportation master planning, and/or project management required.  Without a B.S. degree, the combination of education and/or experience is a minimum of 14 years   A minimum of three (3) years supervisory or management experience required.  Experience directing consultants with a wide range of professional skills to address civil design, funding, land surveying, environmental, social, utility and other concerns facing urban transportation projects required.  Experience in developing, monitoring, and regulating budgets, including professional services and capital construction projects required.  

 

Licensure and/or certifications:

Must possess a valid driver's license. Registration as a Professional Engineer in the State of Colorado or ability to obtain within one (1) year of hire required.

Working conditions and physical requirements: 

Performs duties within an office environment and in the field at various project sites in an outside environment. May be exposed to long periods of sitting or standing at a desk or computer. Outside environment may be in hot, cold or inclement weather and may require the incumbent to traverse (by vehicle or foot) over certain rough or uneven ground surfaces.
