BASIC FUNCTION:
Under the direction of the Director of Engineering, plan, organize, direct and control operations and activities related to the design, construction, and operation of public works facilities. Coordinate activities and communicate effectively with other departments, regulators, residents, and businesses. Provide professional and technical staff assistance as needed. Supervise professional, technical and support staff, directly or through subordinates.
ESSENTIAL DUTIES:
Administration
Develop, prepare and monitor the annual budget for public works engineering, and other assigned programs. Analyze and review budgetary and financial data; control and authorize expenditures in accordance with established limitations.
Select, train, motivate and evaluate the performance of assigned personnel; establish and monitor employee performance objectives. Work with employees to correct deficiencies, implement discipline and termination actions as needed.
Communicate with other administrators, personnel and outside organizations to coordinate activities and programs, resolve issues, conflicts and exchange information.
Prepare and deliver effective oral and written presentations to the City Council and other public entities as required.
Attend public meetings as the City representative; provide comments and testimony on behalf of City at public hearings and meetings.
Develop, negotiate and implement purchase, lease and other legal agreements.
Develop, plan and implement goals and objectives, policies and procedures, schedules, and work standards.
Direct the preparation and maintenance or a variety of narrative and statistical reports, records and files related to assigned activities and personnel.
Engineering
Oversee the planning, budgeting, design, construction and operation of City capital improvements projects.
Administer special City projects and construction of major public works facilities; review contract proposals and provide recommendations for approval as appropriate.
Provide technical expertise, information and assistance to the Director of Engineering regarding assigned functions; assist in the formulation and development of policies, procedures and programs to assure an economical, safe and efficient work environment; advise the Director of Engineering of unusual trends or problems and recommend appropriate corrective action.
Research and analyze complex problems; evaluate programs, plans, services, staffing, equipment, and infrastructure. Make recommendations for improvements to City facilities.
Direct the selection, procurement and administration of Consultant contracts in accordance with policy and procedures as needed.
Manage the preparation and implementation of rate studies and monitor utility rates to insure stable and adequate funding of City utilities.
Appear before the City Council, Boards, Commissions, Committees and numerous civic organizations representing the Department
Drive a vehicle to conduct work.
Development Services
Advise Development Services Director, Planning Commission and City Council on all aspects of engineering and transportation planning; reviews subdivision master plans, parcel maps and subdivision maps, presents and justifies proposed plans, plan revisions, design, and general program management.
Assist in planning, directing, supervising, and coordinating departmental operations; assigns work activities, projects and programs; monitors work flow; reviews and evaluates work products, methods and procedures.
Directs and participates in the design of subdivisions, including analysis, review and presentation of narrative and statistical findings and recommendations
Capital Improvement
Assists in scheduling of Capital Improvement Projects to be constructed by other departments to accommodate proposed and approved developments. This may include but is not limited to street improvements, sewer and water line extensions, and storm drainage
Collaborate with operations staff to insure that the City is in compliance with all current potable water and wastewater discharge requirements established by regional, state and federal regulatory agencies; interpret policies and procedures established by regulators.
Administer preparation, review, approval and compliance with water, wastewater and storm permits.
Manage the planning for the efficient expansion of City infrastructure. Coordinate with City Staff and outside developers as needed.

EDUCATION AND EXPERIENCE:
A bachelor’s degree in civil engineering or closely related field and seven years increasingly responsible experience in engineering with at least three as a senior engineer. Master’s degree in Engineering, Business, or Public Administration preferred.
LICENSES AND OTHER REQUIREMENTS:
Valid California driver’s license.
Registration as a professional Civil Engineer in California.
