Land Development Services (LDS) is the steward of the county's land development and building construction codes and regulations, and its staff members embrace their essential role as "first preventers." Every day, through careful review, permitting and inspection of site and building construction, our staff protect the health, safety, welfare, and environment for those who live in, work in, and visit Fairfax County. Our department also serves as the gateway to much of the county's economic development, reviewing over 30,000 building and site plan submissions, issuing nearly 70,000 building permits, and conducting over 220,000 building and site inspections each year. The Site Development and Inspections Division (SDID) of Land Development Services (LDS) seeks experienced candidates to fill three Senior Engineer III positions in the division.

 Duties include:
 

  • Checks plan reviews done by others to ensure consistent and accurate interpretation and application of state and county codes and ordinances
  • Manages resources to ensure plans are reviewed within prescribed timelines
  • Uses good engineering judgement to balance code requirements with LDS goals
  • Provides timely resolution of design, construction, and plan processing issues in collaboration with others before they cause project delays
  • Confers with division and other agency staff to monitor the progress of projects and keep staff and applicants apprised of the status of review and approvals using verbal or written reports
  • Represents the agency at meetings with consulting engineers, developers, ESI, county, state, or other agency staff to discuss requirements/recommendations for final approval of plans.
  • Acts as a resource for SDID engineers, inspectors, and other agency/department staff regarding proper application of site codes, LDS policies and procedures during the plan review and inspection process. Serves as a subject matter expert on applicable codes, regulations, and related policies and provides consistent technical interpretation for citizens, staff, and county officials.
  • May perform other related duties to meet the ongoing business needs of the organization.
  • Position requires incumbent to operate a motor vehicle to drive to/from construction sites, offsite meetings, training and/or conferences.

 

Employment Standards

 

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four year college or university with a bachelor's degree in a field of study directly related to the industry being regulated such as engineering, architecture, urban planning, biological or environmental science, public administration, law enforcement, legal studies or a related field; plus four years of progressively more responsible complaint resolution and/or code enforcement experience in the industry being regulated.

CERTIFICATES AND LICENSES REQUIRED:

  • Driver's license.
  • DEQ Stormwater Management Plan Reviewer certification - completion of first required training class within 12 months of hire and certification required within 12 months of date of completion of first required class
  • DEQ - Erosion & Sediment Control Plan Reviewer certification - completion of first required training class within 12 months of hire and certification required within 12 months of date of completion of first required class


NECESSARY SPECIAL REQUIREMENTS: 
The appointee to this position will be required to complete a criminal background check, and driver's record check to the satisfaction of the employer.  

PREFERRED QUALIFICATIONS:

  • Experience in reading and interpreting site-development-related state and county code and regulations
  • Experience in designing and/or reviewing/evaluating complex land development plans Experience in the civil engineering field
  • Experience in leading/managing simultaneous projects
  • Experience in local government regulatory environment
  • Experience in providing customer service on technical topics, working directly with the public
  • Experience in complaint resolution and or code enforcement


PHYSICAL REQUIREMENTS:
Dexterity needed to operate key-board driven equipment. Ability to be mobile to visit inspection sites, to include traversing through rough and uneven terrain. All duties may be performed with or without reasonable accommodations.
