Under the general direction of the Bureau Chief of Construction, manages the Engineering and Inspection Division in contract administration and construction management of projects varying in size, scope and complexity. Applies knowledge of modern managerial concepts/methods to complex administrative and technical problems. Analyzes operations and business practices (i.e. staffing requirements, systems and technology, procedures, job functions, etc.) to improve processes and make best use of available resources. Develops and implements strategies for the effective and efficient performance of all work tasks to meet goals and objectives. Interacts with Federal, State and local governmental agencies, elected officials, the general public, contractors, consultants, utilities, and others; communicates and coordinates regarding construction matters; facilitates resolution of challenging situations. Ensures outward facing information and documentation for all projects are kept up-to-date. Performs other duties as assigned.

- Graduation from an accredited college or university with a Bachelor's Degree in Civil Engineering, Construction Engineering, Construction Management is required.
- Eight (8) years of full-time work experience in construction engineering and/or management of highway; transportation; utility; other infrastructure construction or permit projects which includes four (4) years in a managerial or supervisory capacity is required.
- Valid driver's license is required.
