The Position

In addition to the responsibilities of the Traffic Engineer II, this management position is responsible for preparing or assisting in the preparation of new traffic regulations, recommending revisions of existing regulations, preparing or assisting in the preparation of the section budget, and directing field survey personnel.

Essential functions of the job include, but are not limited to, the following:
Ensures Department services are provided with exceptional customer service and the highest level of ethical standards.      

Manages major projects involving the preparation and supervision of designs, specifications, plans, estimates, and reports involved in the analysis, construction and operation of a wide variety of traffic engineering work such as new traffic signals, traffic signal modifications, traffic management system, intelligent transportation system (ITS) infrastructure and traffic signs and pavement markings.

Supervises and assists in the checking of analyses, computations and recommendations submitted in connection with applications for private developments.  

Maintains current knowledge of traffic engineering, traffic operations and transportation planning principles, and current knowledge of applicable laws, codes, standards, statues, and legislative updates.

Supervises and assists in the checking of plans, specifications and computations submitted in connection with traffic and transportation facilities, maintenance of traffic plans, operational modifications for compliance with State and local standards and other matters governed by municipal ordinances.  

May have the opportunity to participate in related divisional cross-training efforts.  Experience and qualifications gained in this cross training may apply towards promotional opportunities and transfers.

Supervises employees in assigned engineering tasks.  Reviews and evaluates employee's job performance and recommends appropriate action.  

Reviews and supervises checking of traffic impact studies, City-wide transportation and traffic analysis, and traffic model development.

Coordinates project development and project delivery activities with other City Departments and public agencies.

Directs and/or performs traffic data collection, including traffic volume, capacity, origin and destination; accident reports; and pedestrian counts to prepare reports, graphs, table, and maps pertaining to traffic, pedestrian and bicycle safety, street design and traffic control.

Analyzes traffic flow patterns and develops improvement plans and alternatives, and specifies design and installation of traffic control devices.

Supervises, operates and monitors the traffic signal system, including optimizes signal timing and operations, and synchronization.

Prepares project feasibility studies and work related technical research, reports and correspondence.

Reviews development proposals and works with the Planning Division in providing transportation conditions for various development projects.

Plans improvements of the street system to expedite traffic movement; identifies long term needs and goals; and initiates appropriate studies and investigations.

Drives on City business as necessary.

Assumes responsibility for ensuring the duties of the position are performed in a safe, efficient manner.

Performs other related duties as assigned or as the situation requires.

Minimum Requirements

Traffic Engineering issues and practices.

Experience
Six years progressively responsible professional traffic engineering experience, including three years in a responsible supervisory capacity in traffic engineering and operations.

Education/Training
Bachelor's Degree in Civil Engineering or a related field.

License(s)/Certification(s)
Valid Class C California driver's license. Registration as a Civil or Traffic Engineer with the California State Board of Registration for Civil and Professional Engineers.
