As a member of the Civil Engineering team in Metro’s Capital Division, the Civil Engineer IV (Transit Engineer IV) performs advanced-level engineering for both major and smaller Transit facility capital projects. This includes preparing engineering designs, specifications, and design reports, as well as assisting project managers with the establishment of project budgets and schedules. The Civil Engineer IV also performs quality control reviews of consultant designs and provides planning level support to Transit Planners in the development of integrated multi-modal transportation facilities.

About the Capital Division 

Metro’s Capital Division supports new service delivery programs such as RapidRide bus service for busy transit corridors, with signal priority improvements, and provides for the ongoing replacement of aging infrastructure and operations facilities. In addition, regular maintenance and upgrades keep Metro’s facilities in good repair and support efficient, safe, and reliable transit operations. Metro incorporates cost-effective green building and sustainable development practices in all capital projects that it plans, designs, constructs, remodels, renovates, and operates.


Position Information: We are currently accepting applications from all qualified candidates, both internal and external, for two (2) Career Service vacancies. This recruitment will also establish an eligibility pool to fill future Career Service, Special Duty Assignment/Term-Limited Temporary vacancies that may become open for this classification. The pool will be valid for 12 months upon creation and may be used at the discretion of the hiring manager(s) until exhausted or until all candidates are placed.



Job Duties

Primary Responsibilities: 

  • Develop and analyze project alternatives, prepare civil engineering designs, specifications, and cost estimates for transit facility capital projects, primarily for transit base facilities and bus passenger facilities (bus stops, transit centers, and park-and-rides). 

  • Prepare predesign and alternative analysis reports for civil engineering projects. 

  • Prepare drawings, technical specifications, and cost estimates for civil work. 

  • Perform civil engineering functions related to site development, on and off-street transit facilities, multi-modal transportation facilities, and underground utilities. 


Project Tasks: 

  • Apply basic civil engineering principles of construction materials, environmental design, stormwater management, geotechnical engineering, and engineering statics. 

  • Support in the design of bus and pedestrian circulation, erosion control, grading and drainage, pavement, sanitary sewer, water distribution systems, and street improvements as part of civil site development. 


Coordination and Quality Assurance: 

  • Coordinate civil engineering designs with mechanical, structural, and electrical engineering units. 

  • Review and provide quality assurance on consultants predesign reports, designs, specifications, and cost estimates for civil engineering projects. 


Project Management: 

  • Assist project managers with the establishment of and modifications to project scopes, budgets, and schedules. 

  • Perform the duties of a project engineer on multidisciplinary projects. 

  • Support project managers and construction inspectors with engineering support during construction including submittal reviews and field inspections. 


Stakeholder Engagement: 

  • Work with Metro Transit stakeholder groups and local, state, and regulatory agencies, to resolve problems, perform analytical services, prepare construction documents, and address issues related to existing, and planned facilities. 


Team Leadership: 

  • Provide direction to other civil engineers and designers. 

  • Provide support to maintenance personnel as requested. 


Design Participation: 

  • Participate in design charrettes and reviews on Sound Transit regional transportation hubs including light rail stations and bus rapid transit projects. 


Experience, Qualifications, Knowledge, Skills

We are looking for candidates who meet the following Minimum Qualifications:

  • Bachelor’s degree in civil engineering from a nationally accredited university. 

  • Active WA State Professional Civil Engineer registration at time of hire. Candidates with out of state Professional Civil Engineer licenses will be required to secure professional registration in the State of Washington within six months of employment. 

  • At least five (5) years’ experience as a design civil engineer with demonstrated success working on multi-disciplinary engineering projects. 



  • Civil site development and engineering including storm sewer, sanitary sewer, water systems and site civil (grading, pavement, sidewalk, etc.) design. 

  • Working on multidisciplinary projects including planning, design, permitting, and services during construction. 

  • Producing technical and budget documents for a non-technical audience; skills include planning, writing, reviewing, and editing for content and readability. 



  • Pavement design principles. 

  • Department of Ecology Western Washington Stormwater Management Manual and King County Stormwater Management Manual. 

  • Sound engineering principles. 

  • Software programs such as Windows, Excel, Word, AutoCAD, AutoTurn, Outlook, PowerPoint, SharePoint, Bluebeam, Teams, and Web browsers. 



  • Demonstrated analytical capabilities. 

  • Ability to be innovative, creative and make independent decisions. 

  • Ability to direct/supervise production of construction contract documents. 

  • Ability to establish and maintain excellent working relationships with others, work well in a team and work collaboratively with internal and external stakeholders. 

  • Ability to articulate engineering/design concepts in a team environment with internal and external stakeholders. 

  • Ability to handle multiple tasks and prioritize a diverse workload to accomplish tasks on defined timelines. 

  • Excellent written and oral communication skills. 


The most competitive candidates will possess some, if not all, of the Desired Qualifications:


  • Direct experience in performing cost estimating. 

  • Work experience designing multiple, high-profile, complex projects simultaneously. 

  • Experience in working with multi-disciplinary engineering teams. 

  • Working knowledge in Washington State Department of Transportation Standard Specifications. 

  • General knowledge in structural and geotechnical engineering principles. 

  • General knowledge in traffic and transportation engineering principles. 

  • Knowledge of land use codes associated with parking standards of local jurisdictions. 

  • Experience with AutoCAD, Civil3D, and GIS and/or Revit (BIM) design software products. 


Necessary Special Requirements:


  • Metro Transit is a mix of office and industrial environments; the engineer must be able to climb stairs, ladders, access roof and platform-mounted equipment, and enter confined spaces. Part of the work to be performed by this position involves on-street passenger facilities. Sites could include urban streets, busy intersections, and undeveloped sites in remote parts of King County. 

  • A valid WA state Driver’s License is required. Out-of-state candidates must have their Washington Driver’s License by date of hire OR could travel to other King County locations in a timely manner.

    Work Schedule:
    The position is exempt from the provisions of the Fair Labor Standards Act and is not overtime eligible. The typical workweek is 40 hours per week, Monday – Friday, 8:00 am - 5:00 pm, though work outside of the normal workday may be required. Alternative work schedules may be considered. 

    Work Location:
    This is a hybrid position (teleworking and in office). The main work site for this position is King Street Center, 201 S Jackson St., Seattle, WA 98104.
    Teleworking Requirement
    The work associated with this position will be performed or conducted through a combination of teleworking and onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
