The successful candidate will be a well-rounded professional with excellent verbal, written, and interpersonal skills who is able to lead initiatives, overcome challenges, and enjoys what they do. Should be proficient in Synchro and other related transportation engineering programs/software such as Trans-modeler, VISSIM, HCS, etc… Candidate should have a BS or MS from an ABET accredited university in the field of Civil Engineering and have or be able to obtain a PE license in the State of South Carolina within six (6) months of employment. General Job Description

Under limited supervision, assists County Engineer in the daily operation, management, and representation of the Horry County Engineering Department with a general focus on Transportation Related Engineering.

Duties of Position

ABBREVIATED LIST OF ESSENTIAL JOB FUNCTIONS

• Develops solutions to transportation related challenges.

• Develops long-range transportation improvement plans for County Road Network.

• Assists in the oversight and management of daily operations of the Engineering Department.

• Supervises engineering department staff responsible for plan review and roadway construction inspections of land development-related projects and related tasks.

• Provides oversight of Horry County’s encroachment permitting process.

• Plans, develops, and coordinates civil engineering projects for Horry County Roadways and related infrastructure.

• Performs / oversees Civil Engineering design and surveying of roadway, drainage and other related county infrastructure projects.

• Oversees roadway, site construction, and other (capital) infrastructure projects performed by private contractors for Horry County.

• Responds to infrastructure-related requests for assistance from citizens, visitors, and elected officials.

• Serves as representative for the Engineering Department at the Horry County Emergency Operations Center during emergency events / activations

• Responds and/or attends to all miscellaneous service requests from the public – including attendance at HOA / community meetings.

• Provides representation for the Engineering Department at Horry County Planning Commission meetings, Horry County Council meetings, Infrastructure and Regulation Committee meetings, and at other public meetings, as required.

• Coordinates closely with other county departments, agencies, municipalities, and other state / local agencies on roadway, drainage, land development and other infrastructure-related issues.

• Performs other related duties as required.

• Advises public and private groups in developing new concepts, plans, projects and programs.

• Represents the Planning Commission and the Departments in public presentations to explain County projects, functions, and processes.

• Attends meetings, seminars and conferences as appropriate.

• Performs related duties as required.

Position Minimum Requirements

A Bachelor’s Degree in Civil Engineering and a SC Professional Engineer’s License is required to demonstrate the necessary engineering knowledge and skills. In addition, at least 5 years (minimum) to 10 years (preferable) technical and project management work experience with civil engineering design projects and roadway construction projects is required – with at least 3 years supervisory / staff management experience. As a deputy department head, this position also requires effective communication skills interfacing with county staff, county leadership / elected officials, and the public through written correspondence, technical documents, and presentations.
