OVERVIEW: This Work Matters!
You have an enthusiasm for big and small transportation capital improvement projects that improve the safety of the traveling public, ensure the reliability of a community’s transportation system, and improve neighborhood livability. You understand the exhaustive attention to detail required to prepare design documents by contracted architects and engineers. You have worked with budgets from several thousand to tens of millions of dollars. You have experience developing plans and specifications, while following public contracting rules and regulations. You have strong supervisory or project management experience to manage engineers and technicians assigned to plan, design and construct projects, and provide them with mentorship, coaching and assist in their development and growth as County employees. You enjoy working in cross disciplinary teams to develop program goals, strategies and policies to improve organizational efficiency resulting in better outcomes for the public you serve. You understand the important role transportation systems play in the daily lives of their communities and you look for ways to leverage infrastructure projects to achieve the mission, vision and values of those communities.

The Multnomah County Transportation Division is recruiting for two Engineering Services Managers (ESMs), one who will primarily oversee the engineering staff, capital projects, and capital maintenance work on the County's six WIllamette River Bridges (four of which are movable bridges that open for river traffic) and one to primarily oversee the engineering staff, capital projects, and capital maintenance work on the County's 269 miles of urban and rural roads, 23 small bridges, and 1,690 culverts in Troutdale, Wood Village, Fairview, on Sauvie Island, in the west hills, and the areas around Corbett.
Both ESMs will be expected to support each other and the other managers in Transportation, share staff, and at times, manage projects in both programs to ensure the overall success of the Transportation Division.
As an ESM within our Transportation Division, you will plan, organize and supervise professional engineering design, construction and project management functions for the County's Road or Bridge program in a manner that is consistent with the stated values and priorities of the County Board of Commissioners and the Department of Community Services.
In your work you will develop and implement projects within the County's Capital Improvement Programs for the road system and the Willamette River Bridges; plan, prioritize, assign, supervise and review the work of staff engineers and engineer technicians involved with multiple & simultaneous multimillion dollar engineering design and construction projects.
In addition, you will build and maintain constructive and cooperative relationships with other agencies, support Transportation Maintenance with the development of engineering solutions for a variety of maintenance needs, and coordinate with Transportation Planning to respond to public inquiries and develop capital project grant applications. This is a working manager position, so your desire to work hands-on in many complex projects is essential.

Minimum Qualifications/Transferable Skills*:

Equivalent to a Bachelor's degree from an accredited college or university with major coursework in an engineering discipline such as civil, electrical, traffic, mechanical, geo-technical or structural

Three (3) years of responsible engineering experience

Two (2) years managing road or bridge design and construction projects

One (1) year leadership or supervisory experience

Possession of a valid driver license
-
Professional Engineer certification in Oregon. If registered in another state, must be able to obtain Oregon PE through reciprocity within six (6) months of accepting position

Thorough knowledge of principles, practices, and procedures of road, culvert, fixed bridge or movable bridge design and construction activities.

Experience managing multimillion dollar capital projects during planning, design, and construction to ensure schedule, quality, and budget.

Ability to effectively supervise projects and assigned resources to ensure contracts are properly executed and completed.

Ability to effectively plan, supervise and review preliminary and final plans, specifications and estimates.

Ability to effectively apply a strategic planning process in establishing and meeting objectives.

Ability to understand and recognize errors and omissions in plans and/or contracts; resolve errors and seek solutions in a timely professional manner.

Ability to select, supervise, train and evaluate assigned staff while cultivating a positive and connected work atmosphere.

Hybrid Telework: This position is designated as “hybrid telework,” meaning you will be working both remotely (from home) and in person at an onsite location (in office at least 3 days a week).
