The East Bay Municipal Utility District’s (EBMUD’s) Water Supply Engineering Section is seeking an Assistant Water Resources Specialist who is a motivated and energetic team player with experience in computer simulations, statistical analyses, field investigations, and evaluation of municipal water structures and facilities.
The Water Supply Engineering Section is within EBMUD’s Water Operations Department and is primarily responsible for:
- Forecasting the water supply and demand for the coming year to guide planning, scheduling, budgeting, and decision-making processes.
- Scheduling operations of EBMUD's water supply reservoirs, aqueducts, and pumping plants to maximize yield and conform to water rights and contractual agreements.
- Collecting, analyzing, distributing, and archiving EBMUD's official records on reservoir operation, hydrological data, water production, and power generation.
The Assistant routinely performs a variety of water resources analyses in such diverse areas as hydraulics, hydrology, and statistics related to the planning, design, and operation of water supply facilities. Successful performance requires the ability to work independently on assigned projects and provide reports with quality checked numerical values that are free of errors and omissions.
Typical responsibilities include:
- Using the Water Supply System Operation Model, a Microsoft Excel based mass-balance model, which uses Visual Basic code integrated with EBMUD's database of historical hydrological data to project water supply.
- Analyzing weather and runoff projections for the purpose of planning and assessing forecast informed reservoir operations, including to schedule the rate and timing of reservoir releases.
- Coordinating facility outages that impact the water supply system operations.
- Scheduling the transfer of water from the Mokelumne System to East Bay Reservoirs.
- Determining the rates and timing of Mokelumne and East Bay Reservoir releases in compliance with existing water rights and EBMUD criteria and agreements.
- Making projections of water consumption and other growth factors by analyzing water use, land use, population, and related data.
- Preparing memoranda and reports documenting the results of technical analyses, conducting presentations to communicate study findings, and maintaining appropriate data and records supporting the analysis.
- Participating in meetings, workshops and conferences, exchanging technical information regarding water supply and water rights issues impacting EBMUD, and assisting in presenting findings and arguments in support of EBMUD initiatives.
The ideal candidate will have:
Knowledge of:
- Excel or a similar spreadsheet program with a high degree of proficiency.
- Principles, practices, and terminology associated with water resources management issues including but not limited to hydrology, hydraulics, fluid mechanics, groundwater, and water quality.
- Computer-based numerical modeling and programming techniques.
- The application of mathematics and statistical analysis.
- Water management and environmental issues.
Ability to:
- Quickly learn programming languages such as Visual Basic and Python or R, and software such as Excel and GIS to run, modify and improve computer models used for forecasting water supply operations.
- Interpret field hydrographic data and forecasting model results.
- Prepare clear, concise, accurate, self-checked reports.
- Maintain clear, checkable, back-up records of calculations and work products.
The salary range for Assistant Water Resources Specialist is $11,214 per month, increasing to $11,775, $12,364, $12,982, and $13,631 after 6, 18, 30, and 42 months, respectively.

Requirements:
1. A bachelor’s degree from an accredited college or university with a major in engineering, mathematics, statistics, physics, water resources management, watershed science, or a closely related field
2. Two years* of experience in water resources engineering, analysis, or planning that has included significant numerical modeling and computer programming responsibilities.
3. Possession of a valid California driver’s license and a satisfactory driving record.
