The Prince George's County Planning Department of The Maryland-National Capital Park & Planning Commission is seeking an experienced Multimodal Transportation Planning Supervisor to join our planning team and help shape the future of one of the nation's largest, most diverse counties. The Department provides land use planning for the physical development of Prince George's County, Maryland. As the second most populous county in Maryland, Prince George's has a population of approximately 900,000 residents and is home to The University of Maryland at College Park, NASA Goddard Space Flight Center, and Joint Base Andrews. Prince George's County is also home to many attractions such as Northwest Stadium (formerly FedEx Field), National Harbor, and Six Flags Amusement Park.
We are looking for an experienced manager with outstanding supervisory skills to lead, support, and implement a variety of work programs and projects assigned to the Department. The ideal candidate will have a proven track record of successful supervisory experience, strong management skills, effective stakeholder engagement experience, and the ability to work collaboratively within teams, across agencies, and with elected officials at all levels of government.
As Planning Supervisor, you will oversee, and be responsible for managing the activities of the section’s review of multimodal (transit, pedestrian, bicycle and train networks) transportation planning activities including:
- Proposed development review applications that include:
- Scoping for traffic studies
- Review of Traffic, Bicycle and Pedestrian Impact Studies
- Review of Master Plan conformance
- Review of conformance with Adequate Public Facilities requirements for traffic, bicycle, and pedestrian impacts
- Development recommendations for traffic improvements
- Coordination with staff, applicants and partner agencies
- Presenting and responding to questions at public hearings as needed
- Implementation of the Countywide Master Plan of Transportation (MPOT 2035) and the County’s Transportation Review Guidelines
- Review of proposed legislation (new and amended)
- Review of permits
- Research and support in the development area master plans
- Development and/or review of transportation policies and infrastructure strategies for the County’s road, transit, pedestrian, bicycle and trail networks
- Management of the development and utilization of an advanced transportation demand forecast model
- Advancing progressive land use and transportation policies; and coordinating with county and state agencies
- Coordination with partner agencies, including but not limited to the Prince George’s County Department of Public Works and Transportation, Prince George’s County Department of Permitting, Inspections, and Enforcement, and Maryland Department of Transportation State Highway Administration
- Performs HR supervisory functions such as assigning work to staff; evaluating staff performance and preparing performance appraisals; recruitment and selection of staff; approving leave requests; recommending training; counseling and discipline; and ensuring adherence to Commission policies and procedures.
- Prepares annual budget requests and staff time allocations. Recommends work plan projects. Participates in consultant contract process including drafting RFPs, specifying contract language and processing change orders as necessary.
- Develops policy and procedures in collaboration with the division management team to achieve work program goals and objectives.
- Serves as project facilitator ensuring adequate resources to meet project objectives. Provides technical guidance on planning methodologies and approaches.
- Manages regular communication with Department management and works with the Planning Board, County Council, and other high level public officials to keep them informed of progress on planning projects and to elevate and resolve difficult planning issues in a timely and effective manner.
- Responds to and coordinates staff responses to sensitive and complex inquiries or requests for information from residents, community leaders, developers, attorneys, and public officials.
- Reviews staff deliverables prior to submission including memoranda for development review and mandatory referral cases, correspondence with local and state agencies.
- Resolves project related conflicts with applicants.
- Responds to customer inquiries regarding status of projects, as needed.
- Provides support in the development of policy and infrastructure recommendations for countywide and community planning master plans and studies, and public engagement materials for various projects, among others.
- Oversees Transportation Planning Section planning projects, including the preparation of the transportation forecast modeling, various transportation action plans and mobility studies, and outside supported projects such as MWCOG Transportation & Land Use Connections projects and Maryland Bikeways projects.
- Serves as a source of expertise in deliberations of the Planning Board, County Executive, and County Council. Serves on, or delegates section staff to serve on, county and state committees.
- Serves as acting division chief when needed.
The ideal candidate will be highly organized, have strong analytical and critical thinking skills, possess outstanding communication skills, and be proactive. In addition, they must be independently engaged in the work program and highly dependable.
The ideal candidate will have:- Proven ability to supervise, mentor, counsel, and develop staff.
- Knowledge and experience in transportation planning, transportation policy and engineering including the incorporation and retrofitting of pedestrian, bicycle, and transit facilities in the built environment as well as measuring and determining transportation adequacy through a variety of metrics including level-of-service and vehicle-miles-traveled.
- Practical knowledge of travel forecast demand modeling and developing long-term transportation infrastructure and policy recommendations to advance an equitable and sustainable transportation system.
- Keen understanding of the development review process, including various types of development applications and their sequential approval process; zoning, subdivision, and other county code provisions as they relate to transportation and providing transportation facilities; and conformance with policy and facility recommendations from approved master plans.
- Demonstrated ability to manage or facilitate complex, multi-year projects involving multiple stakeholders and a wide array of subject areas, sensitive political issues and challenges, and diverse communities.
- Strong communication skills and the ability to develop and maintain collaborative relationships with a variety of stakeholders, including elected officials and agency officials at all levels of government, non-profit organizations, developers, civic groups, County residents, and others involved in planning, community and economic development.
- Demonstrated ability to effectively express thoughts, ideas, and messages to a diverse group of people in oral and written form. Public speaking skills and ability to write/edit emails, letters, and technical reports.
- A desire to serve the public, collaborate with other agencies and departments, and work closely with other planning team members.
- The ability to cope effectively with change, be flexible, and shift gears comfortably.
- Experience with Office 365 (Word, PowerPoint, Excel, Outlook), Sharepoint/Teams, GIS is strongly preferred.
- Ability to perform other related duties as assigned.
- Bachelor’s Degree in Planning, Geography, Architecture, Parks and Recreation, Transportation, Urban Design, Engineering, Environmental Science, Public Policy, Economics or any related field.
- Six (6) years of progressively responsible professional level planning experience that includes supervisory or project leadership and coordination experience.
- An equivalent combination of education and experience may be substituted, which together totals ten (10) years.
- Valid driver’s license (depending on area of assignment) in accordance with both State and Commission rules and regulations. Driver’s license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee’s ability to drive Commission vehicles or perform driving duties required by the position of assignment.

Working Conditions
Works in an office. Field work will be required for site selection, event planning, and events. Required to attend and/or facilitate public meetings with members of the community and/or events in the evening or on weekends.

The Maryland-National Capital Park and Planning Commission (M-NCPPC) is a bi-county agency empowered by the State of Maryland in 1927 to acquire, develop, maintain and administer a regional system of parks within Montgomery and Prince George's Counties, and to provide land use planning for the physical development of Prince George's and Montgomery counties. In addition, the M-NCPPC gained responsibility for the public recreation program in Prince George's County in 1970. The M-NCPPC administers a park system of more than 52,000 acres. It is composed of stream valley parks, large regional parks, neighborhood parks and park-school recreation areas. Its staff of career employees includes planners, park and recreation administrators, park police and administration staff. In addition, seasonal workers staff numerous park and recreation programs. The M-NCPPC is governed by the Commission which consists of ten members, of which five are appointed by Montgomery County and five are appointed by Prince George's County. The Commission coordinates and acts on matters of interest to both counties, and meets at least once a month. The members of the Commission from each county serve as separate Planning Boards to facilitate, review and administer the matters affecting their respective counties.
