Milwaukie offers just that opportunity for a self-motivated civil engineer. In this role, you will be working with a supportive and collaborative team on a variety of interesting projects to enhance the livability of our community, including world class active transportation improvements, stormwater LIDA facilities, and utility infrastructure upgrades. We take pride in incorporating innovative design while producing tangible results for our rate payers in the near term. This position requires a strong background in the development and review of public improvement plans, specifications and bid documents with an emphasis in transportation infrastructure improvements.
Specific projects will be assigned based on the interest and skills the new Civil Engineer brings to our team. Potential projects on the horizon for Milwaukie's Engineering Team include:
- A variety of SAFE (Safe Access for Everyone) projects intended to improve active transportation options. Many of these projects include stormwater aspects in addition to active transportation.
- Design and construction management of Milwaukie’s Monroe Greenway project from 99E to Linwood.
- Major water infrastructure improvements are upcoming including new treatment plants, wells, and new reservoir.

If you are interested in this position, but don't quite meet the minimum qualifications listed below (such as not yet acquiring your PE or the years of experience), please apply anyway! You may be considered to fill the position as an Associate Engineer and we'll work with you to get your PE. Once the qualifications are met for the higher-level position, you will move into the Civil Engineer classification and pay range.
Duties and Responsibilities
This is a professional engineering position that serves as a project manager and provides technical assistance to the City Engineer. The successful candidate will:
- Plans, designs, and manages engineering design and construction of public infrastructure (water, streets, sewer, and storm).
- Manages and administer personal services and construction contracts.
- Review private sector development proposals, apply relevant city code requirements for improvements in the public right of ways.
- Oversee and direct staff performing field inspections. Conduct limited field inspections as required.
- Engage with the public regarding project design and help the city respond to community questions and concerns.
Job Specifications
To be considered as a Civil Engineer:
- A Bachelor's degree in Civil Engineering from an accredited college or university or closely related field, AND
- Four years of professional experience in civil engineering, landscape architecture, construction project management, or closely related field. Experience may be with a public agency employee or consultant.
To be considered as an Associate Engineer:
- As Associate Engineer underfill, one (1) year of paraprofessional experience in civil engineering, landscape architecture, construction project management, or closely related field.
- The city will consider any equivalent combination of knowledge, skills, education, certifications, and experience (including paid and unpaid experience) to meet the minimum position qualifications. Licensing:
Must possess, or be able to obtain by time of hire, a valid local drivers’ license.
To be considered as a Civil Engineer: Must have an Oregon Professional Engineering license (or Professional Engineer license from another state and be able to obtain Oregon license within 6 months from date of hire); OR
To be considered as an Associate Engineer: Must have an Engineer In Training (EIT) or Fundamentals in Engineering Certification at hire.

Hybrid Work Options: After successful completion of probation, this position is eligible to work remotely up to two days per week in accordance with the city's telework policy.
Compensation: The salary range for this overtime-eligible union represented position is $6,734 - 8,595 per month. The starting pay assignment, based on an analysis of the successful candidate's related experience and education as documented on the employment application in accordance with the city's pay equity policy and the Oregon Equal Pay Act, would be no higher than $8,188 per month.
If appointed as Associate Engineer, also over-time eligible and union represented, the salary range is $5,815 – 7,424 per month. The starting pay assignment, based on an analysis of the successful candidate's related experience and education as documented on the employment application in accordance with the city's pay equity policy and the Oregon Equal Pay Act, would be no higher than $7,072 per month.
