The Pavement Maintenance Project Specialist develops, coordinates, manages, and inspects the County’s pavement maintenance program and pavement rehabilitation projects, working with other employees, divisions, and external entities associated with Arapahoe County’s annual Road and Bridge (R&B) infrastructure maintenance program. Uses innovative technologies and best practices in construction management and project management to lead a variety of pavement maintenance projects.
Duties
- Serves as project manager of pavement maintenance projects overseeing all aspects of projects, including developing schedules, managing budgets, and ensuring high quality results and project safety.
- Develops and monitors maintenance projects to meet program goals and objectives; prepares project reports to include status, challenges, and analysis; investigates and recommends solutions to financial challenges; reviews project invoices; recommends, manages, and/or creates plan for payments.
- Creates project specifications, prepares plans and bid documents, calculates costs, evaluates responsible bidders, and creates documents for awarded vendor. Manages contract including renewal process, pay applications, all developer constructed plans and improvements for compliance with the intent of approved construction plans. Reviews and approves field change requests.
- Assists the Infrastructure Manager to develop a 5-year Street Maintenance Plan based on the County’s road network needs and available budget. This is an iterative process and includes obtaining feedback from other Divisions in Public Works and Development along with other jurisdictions bordering unincorporated Arapahoe County.
- Creates the annual Street Maintenance Program by commenting on and reviewing plans, specifications, and engineering calculations. Communicates and documents plan to the Division.
- Uses the County’s pavement management system which includes network definition, pavement maintenance history, pavement conditions to include but not limited to inspections, data entry, data collection, and recording, and analysis to assist with maintenance needs.
- Prepares estimates for projects, schedules, contract document payments and administers contracts. Procures the services of contractors to complete the annual pavement maintenance plan.
- Inspects and oversees the inspection of pavement maintenance work for quality and compliance with project specifications, and standards. Investigates and documents pavement deterioration to determine the cause of failure. Has authority to act as the County’s field representative on construction projects. Gives direction and negotiates with contractors.
- Manages and coordinates the activities of pavement-related construction projects; reviews or analyzes and evaluates construction on site for compliance with contract documents. Makes recommendations for technical solutions to problems encountered during project design and on-site inspections.
- Assists Infrastructure Manager in performing analyses on asset condition data and evaluating trends in this data to determine asset maintenance policies. Assists in performing analyses on material and maintenance technics used by the division.
- Assists the Infrastructure Manager in determining yearly maintenance projects and resources needed for the annual pavement and concrete maintenance projects.
- Assists the Operations staff with developing and refining the best maintenance practices for the County's infrastructure and updates these practices as the industry and County’s needs evolve.
- Coordinates with the Road & Bridge Division in determining yearly maintenance projects and resource needs for the annual street rehabilitation program and ensures effective use of budgeted funds.
- Reviews and evaluates required material test data; identifies areas of non-compliance with construction criteria; approves changes to plans; develops recommended remedial actions based on findings.
- Responds to inquiries from the public regarding street rehabilitation and future street maintenance. Reviews information, complaints, questions, and inquiries from the general public regarding street rehabilitation and future street maintenance. Responds to and tracks Service Requests.
- May act as backup Maintenance Project Inspector as necessary. This includes but is not limited to project inspections and coordination.
- Performs storm duty at various hours which could include non-working hours. Snow duty includes analyzing the potential for incoming snow, roadway inspection, and making recommendations for needed staff, equipment, and material.
Skills, Abilities and Competencies:
- Knowledge in the following standards: County Infrastructure Design Standards, Stormwater Standards, Grading Erosion Sediment Control (GESC) Standards, Colorado Department of Transportation (CDOT) Maintenance and Standards (M&S) Specifications, and Metro Government Pavement Engineering Counsel (MGPEC) Soil and Pavement standards.
- Knowledge in pavement management and maintenance techniques.
- Knowledge of bid documents, contracting, and contracts.
- Knowledge of site survey and geotechnical testing equipment and procedures.
- Knowledge of cost and budget analysis.
- Ability to interpret and apply complex rules and regulations.
- Ability to learn and operate a variety of software, including Word, Excel, Outlook, Accela, Cartegraph, and other systems and applications.
- Ability to effectively communicate, both orally and in writing, and to work cooperatively with diverse groups of people and organizations.
- Ability to deal with sensitive and occasionally controversial issues affecting the public, other agencies or departments.

Requirements
Education and Experience:
- High school graduation or GED equivalent is required.
- Seven (7) or more years of civil engineering experience is required, including four (4) or more years in pavement management, maintenance, construction, or inspection.
- Any equivalent combination of education and work experience that satisfy the requirements of the job will be considered.
Preferred Education and Experience:
- Bachelor’s degree in civil engineering, construction management, or project management
- Two (2) or more years of experience in public works construction field
