DEVELOPMENT REVIEW ENGINEER

The City of Auburn Community Development Department is looking for a Development Review Engineer to join the team. The position provides intermediate-level engineering duties in support of the City’s development program by conducting engineering plan design reviews and providing technical engineering expertise at the Permit Center.
IDEAL CANDIDATE
The City is seeking someone who...
- Communicates effectively, orally and in writing, with developers, applicants, professional agents, and to the public to answer questions concerning design and construction elements of development projects; meets with stakeholders, as requested, whenever possible.
- Maintains knowledge of current civil engineering design and construction principles, theories, practices, and techniques.
- Works courteously and effectively with all individuals and organizations during all stages of the pre-application, permitting, and construction stages of development projects; assists them with a wide variety of information including answering questions concerning City procedures and requirements for development and the engineering permitting process.
- Has significant knowledge of .pdf editing software.

In this role, you will:
- Review and process civil engineering development projects and associated permits and applications submitted through the City’s Permit Center for compliance with City development regulations and standards; regularly coordinates with the Building Official, City Engineer, and staff from Community Development, Engineering, and Maintenance and Operations.
- Perform as an integral participant in Permit Center activities responsible for providing engineer staffing and customer service to the Permit Center by receiving, reviewing for completeness, routing, tracking, and transmittal of civil engineering construction plans and associated permits; including entering and/or tracking data into the City’s permit tracking software.
- Assist the Development Engineering Manager and City Engineer with the Public Facility Extension process for the extension of public infrastructure (transportation, storm drainage, water, and sanitary sewer systems) required in conjunction with private development projects; coordinates with development administration, construction, and review staff through all project stages.
- Carry out responsibilities related to floodplain issues such as the National Flood Insurance Program (NFIP) regulations, FEMA Letter of Map Change (LOMC) processes, FEMA guidelines and guidance documents, and training, as directed by the manager.

Bachelor of Science in Civil Engineering

Five (5) years of applicable civil engineering experience
OR

Bachelor of Science in Civil Engineering AND Professional Civil Engineering (PE) license.
LICENSE AND CERTIFICATION

Engineer in Training (EIT) Designation OR Professional Civil Engineering (PE) license

Floodplain Manager Certification or the ability to obtain within the first year of employment.

Possess and retain a valid state driver’s license without impending loss at time of appointment.

In this role, you will:
- Develops, implements, monitors, and regularly updates traffic signal phasing, timing, and coordination plans for existing and new traffic signals that address varying traffic conditions and forecasts based on time of day, time of year (school in or out of session), traffic signal location and configuration, system needs, level of service standards, Comprehensive Transportation Plan policies and goals, special events (with emphasis on events at the White River Amphitheater), unanticipated events (crashes, natural disasters, etc.), and construction activities.

Provides timely reviews of capital and private development project plans, specifications, construction submittals, requests for information, deviation requests, as-built drawings, and technical studies related to transportation systems.

Develops standard operating procedures for traffic systems including traffic signals, pedestrian beacons, school zone beacons, dynamic message signs, ITS, and street illumination.

Receives, evaluates, responds to, and takes appropriate action for public requests related to traffic signal timing, phasing, and coordination.

Actively participates in local and regional transportation systems groups, committees, and organizations to stay informed and connected regarding policies, technologies, emerging issues, and other issues relevant to the City’s transportation systems.
