Land Development Services (LDS) is the steward of the county's land development and building construction codes and regulations, and its staff members embrace their essential role as "first preventers." Every day, through careful review, permitting and inspection of site and building construction, our staff protect the health, safety, welfare, and environment for those who live in, work in, and visit Fairfax County. Our department also serves as the gateway to much of the county's economic development, reviewing over 30,000 building and site plan submissions, issuing nearly 70,000 building permits, and conducting over 220,000 building and site inspections each year. Works as part of the Building Division. Under the supervision of the Chief of Critical Structure of the Building Division performs duties include:
- Monitors the Special Inspection Program.
- Inspects high-rise and commercial structures to ensure that structures conform to building codes and county standards, including the Virginia Uniform Statewide Building Code, the Fairfax County Code, the Fairfax County Special Inspection program and approved plans.
- Serves as the Building division representative on construction sites.
- Assists in the plan review of commercial buildings.
- Communicates development regulations to contractors, developers, engineers, other government agencies and citizens.
- Conducts training in technical, legal, and administrative aspects of the code and county policies.
- Complies with county, agency and job specific training requirements, including but not limited to technical, legal, administrative, emergency management, and safety-related courses.
- Complies with established LDS’s safety program and guidelines.
Employment Standards
EMPLOYMENT STANDARDS:
Any combination of education, experience, and training equivalent to the following:
(Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus, three years of progressively responsible professional experience in the appropriate engineering or architectural field.
Contingent upon the area of assignment, some positions within this class may require specific certification(s) prior to employment and/or the ability to acquire necessary certification(s) within a specified time period following employment. The certifications are identified in the position description and employment advertisement.
CERTIFICATES AND LICENSES REQUIRED:
- Driver's License
- VDHCD Commercial Building Inspector (Required within 18 months)
- VDHCD Commercial Building Plans Examiner (Required within 36 months)
PREFERRED QUALIFICATIONS:
- A degree in civil or structural engineering, architecture, or construction management.
- Experience performing structural calculations and knowledge of practices and standards recommended by American Concrete Institute (ACI) and American Institute of Steel Construction (AISC).
- Experience in mid-and high-rise buildings construction.
- Clear and concise oral and written communication skills.
- Experience designing, reading, and interpreting under International Building code or enforcing building code.
- Procession of Virginia Department of Housing and Community Development (VDHCD) Commercial Building Inspector and Commercial Building Plans Examiner certification.
- Professional Engineer (PE) or Architect license (RA).
- Experience in Special Inspection Program.
PHYSICAL REQUIREMENTS:
Ability to climb stairs in High-Rise building. Ability to lift plans up to 25 lbs. Ability to operate keyboard-driven (computer) equipment. Sufficient mobility to perform on-site building inspections. All duties performed with or without reasonable accommodations.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and a driving record check, and Pre-employment medical evaluation to the satisfaction of the employer.
