Are you an experienced engineer eager to make a tangible impact in your community? The City of Sammamish is looking for an experienced, innovative, and collaborative Associate-level Engineer to join Public Works’ Stormwater Division. The division comprises a diverse group of engineers, technicians, and inspectors. We are passionate about what we do for the City’s storm and surface water system and we foster a strong team dynamic in the division, relying on each other’s unique skills and expertise and collaborating to solve problems.
Associate Engineer performs routine specialized professional activities as an in-house stormwater engineer. Work involves participating in the development, administration, and implementation of the city’s storm and surface water management program, providing technical input for the design, construction, and maintenance of storm and surface water capital improvement projects (CIP); managing drainage basin planning and responding to citizen’s drainage concerns, and educating residents regarding surface water and stormwater issues.

Essential Duties and Responsibilities

Employees may also perform other duties as assigned.
- Provides project and contract management of stormwater related CIP (design to construction) including but not limited to, fish passage culverts and weirs, stormwater conveyance, flooding, erosion control projects, and large stormwater maintenance projects.
- Assists in the management, development, and implementation of basin plans, critical drainage area plans, regional stormwater facilities, water quality monitoring plans and others related to water resources management.
- Serves as an in-house stormwater engineer and technical lead in the planning and design review of private development and Public Works and Parks CIP.
- Assists the city in complying with National Pollution Discharge Elimination System (NPDES) Phase II permit requirements, which may include coordination with local jurisdictions to implement regional water resource related programs.
- Participates in the coordination of planning, resource allocation, and budget development to ensure efficient project and program performance.
- Assists in the development and implementation of codes, ordinances, and department and public policies related to storm drainage and surface water management.
- Prepares materials for grant applications and administers grant agreements for drainage projects.
- Responds to questions and complaints from the public concerning drainage and development issues; investigates and prepares recommended solutions to discovered and reported surface and stormwater related problems.
- Assists with emergency response, code enforcement, inspections, abatements, and recording of such.
- Represents the Public Works Department and delivers presentations to various citizen and special interest groups, public hearings and courts, management staff and committees including the Planning Commission and Lake Management Districts.
- Establishes and maintains effective working relationships with those interacted with during work regardless of race, color, religious creed, national origin, ancestry, sex, sexual orientation, gender identity, age, genetic information, disability, political affiliation, military service, or diverse cultural and linguistic backgrounds.
SUPERVISION EXERCISED
- This position has no supervisory responsibilities.
MINIMUM QUALIFICATIONS
Bachelor’s degree in civil or environmental engineering; supplemented by number three (3) years of progressive experience in the design, construction, and maintenance of storm water projects, drainage basin planning, compliance, and related policy development; or an equivalent combination of education, certification, training, and/or experience. Employees must be residents of Washington State.
CERTIFICATIONS AND LICENSES
Engineer in Training (E.I.T.) and the ability to obtain a Washington State Professional Engineer (PE) license within two (2) years of employment.
- May be required to possess and maintain a valid Washington State Driver License and the ability to drive a city owned vehicle per established policies, procedures, and safety guidelines
PREFERRED QUALIFICATIONS
Master’s degree in civil or environmental engineering and three (3) years of local government or consulting firm stormwater management experience; CESCL Certification and Confined Space Training.
KNOWLEDGE OF
- Principles, practices, and procedures of the civil engineering field including storm drainage design, construction practices, and materials.
- Local, state, and federal regulations and standards related to storm drainage and surface water runoff, including NPDES regulations and permitting requirements.
- Environmental permit and review requirements for storm and surface water capital and maintenance projects including SEPA and HPAs.
- Western Washington Hydrology Model and HEC-RAS hydraulic model.
- Project management including the preparation of contract documents, bidding, and construction management.
SKILLS AND ABILITIES
- Develop comprehensive storm drainage basin plans to address water quality, water quantity, and habitat issues.
- Use of Microsoft Office Suite and applicable department/organization specific software and ability to learn and become skilled in the use of other specialized software and online meeting platforms as may be required.
- Clearly communicate and understand information in English, both orally and in writing, and use professional composition, spelling, grammar, and punctuation
- Responsive and flexible handling of work assignments and prioritizing work to complete assignments accurately and timely
- Maintain a customer service orientation and positive image of the city to the public, courteous and professional approach to exchanging information, and adhere to strict confidentiality requirements.
- Regularly attend work and arrive punctually for designated work schedule, including when working remotely per an approved hybrid schedule.
