                                                                General Statement of Job

Plans, manages, and directs the Engineering Department by overseeing all engineering operations and acts as Stormwater Utility Director for the stormwater division. City Expectations: Certain essential city services are required to be maintained in any civil emergency. Depending upon the type of emergency, any and all employees may be activated as essential employees in the event of an emergency.                                                  

Specific Duties and Responsibilities

Essential Functions:

1.        Develop, design, permit and manage the Engineering and Stormwater Capital Improvement Programs; including roadway design & restoration, beach renourishment, and public facilities including park amenities, coastal projects, resiliency projects and all phases of stormwater operation, expansion and maintenance projects. Collaboration and support for other departments to complete combined projects and to reduce impacts to residents and facilities.

2.        Provides oversight and management of the Construction Permit Program.

3.        Maintain a departmental Strategic Plan to enhance operations, identify and develop capital projects and achieve strategic goals of City Council. Identify and pursue funding sources to achieve these goals including grants and other revenue sources. Overseeing applying for funds, execution of agreements, reporting and compliance with grant criteria.

4.        Prepares, signs, and seals applications for permits. Reviews all subdivision plats, plans and site plans for compliance with all laws and ordinances in that regard.

5.       Manages the review of engineering plans and specifications for all public improvements as may be submitted by developers or developed by City Engineering staff.

6.         Acts as the Stormwater Utility Director, including financial management, implementation of the stormwater management plan to mitigate flooding and erosion, and maintaining compliance with environmental regulations.

7.         Prepares departmental annual budget. Monitor expenditures to ensure compliance with budget and monitor revenues to ensure sufficient funds are available.

8.         Prepares plans and specifications for invitations to bid and participate in pre-bid and pre- construction meetings.  

9.         Develop and approve agenda items for City Council, attend Council meetings, make presentations to Council and members of the public as necessary.

10.        Actively engage with the community, attending public meetings to explain infrastructure projects, answer questions, and address concerns from residents and business owners.

11.         Ensure compliance with local, state, and federal laws and regulations, including those pertaining to the environment, water management, transportation, ADA and public safety.

12.        Responsible for hiring, firing, transfer, suspension, promotion, discharge, discipline and evaluation of all department employees.

13.        Serve as an active member at the Emergency Operation Center during declared emergencies and recovery lead for infrastructure assessment and repairs. Responsibilities: Responsible for the efficient activities of the Engineering Department.  Responsible in work to the City Manager or designee.    

                                              Minimum Education and Training

Bachelors Degree in Civil, Environmental or Geotechnical Engineering from an accredited college or university with seven (7) years’ experience, including three (3) years’ experience in a supervisory capacity.  A Master’s Degree in Civil, Environmental or Geotechnical Engineering from an accredited college or university with five (5) years’ experience, including three (3) years’ experience in a supervisory capacity.  Registered Professional Engineer in the State of Florida or a reciprocal state with ability to obtain a Florida PE License within 90 days. Certified Floodplain Manager with experience with beach renourishment and coastal system, familiarity with Community Ratings System and FEMA regulations preferred.  Supervision as defined here, means that your primary duty is routinely managing employees who report directly to you, where you have the duty to assign and direct their work, evaluate their performance, counsel them, discipline them and set individual goals for them. Also, you have the authority to hire or fire them, or your suggestions and recommendations as to the hiring, firing, advancement, promotion or any other change of status are given particular weight. Possess a valid Florida Driver’s license, free of any serious violations or ability to obtain within thirty (30) days from date of hire.                                       

Minimum Qualifications and Standards Required Skill Requirements: 

Ability to deal with public. Ability to appear before public meetings and present ideas and proposals in a clear, concise and well summarized manner. Ability to develop and maintain effective working relationships with other employees, department directors and the general public.  Ability to supervise personnel, prioritize and assign work, and evaluate staff performance.   Requires a working knowledge of Microsoft Office Professional software suite including proficiency with Word and Excel.  Must have a basic understanding of Windows operating system.  Familiarity of CentralSquare Software applications preferred.  Working knowledge of current versions of internet browsers and Microsoft Outlook is also highly recommended.  Ability to learn specific computer applications used in the Department. Physical Requirements:  Work is essentially sedentary with occasional walking, bending, lifting or minimal physical exertion. Requires finger and wrist dexterity and hand/eye coordination to perform keyboard functions.  Reasonable accommodation will be considered for applicants with physical disabilities.

Working Conditions: Work is performed primarily in an office setting although occasional field work is required.
