As City Engineer, you'll lead and champion engineering excellence across all City operations, ensuring compliance with the highest standards. You'll oversee critical projects, guide teams, and collaborate with departments to deliver innovative and sustainable solutions. This role requires strong technical expertise, leadership, and a commitment to public service.

ROLE & RESPONSIBILITIES

  • Lead and guide: 
  • Champion engineering excellence across all Public Works and City operations.
  • Ensure alignment of engineering objectives and standards with City goals.
  • Foster strong relationships and coordinate with Federal, State, and regional organizations.
  • Strategize and Plan: 
  • Advise on critical City needs and prioritize capital improvement plans.
  • Develop and implement operational and strategic plans, aligning resources effectively.
  • Define clear project goals, scope, and priorities.
  • Ensure Compliance: 
  • Interpret and ensure adherence to all relevant Federal, State, and local regulations.
  • Evaluate and analyze policies and procedures to maintain compliance.
  • Support Emergency Response: 
  • Actively participate in the Public Works Department's emergency response plan.
  • Serve as a key representative on the city-wide emergency response team.
  • Drive Innovation: 
  • Lead and oversee the City-wide design standards update and review process.
  • Deliver High-Quality Projects: 
  • Review, modify, and approve project plans, specifications, contracts, and other relevant documents.
  • Monitor project progress, ensuring adherence to schedules, budgets, and specifications.
  • Provide Expert Guidance: 
  • Offer technical expertise and support to staff, City Council, and other agencies.
  • Represent the Department and City at public meetings and hearings.
  • Stay Informed: 
  • Maintain up-to-date knowledge of relevant legislation impacting Public Works Engineering.
  • Improve Operations: 
  • Oversee departmental code updates to enhance operational efficiency.
  • Support the development of department policies and procedures aligning with APWA accreditation standards.
  • Maintain City Assets: 
  • Steward the city's survey documentation system, ensuring its accuracy and integrity.

Core Engineering Principles: 

Fundamentals: 
A solid grasp of foundational civil engineering principles, including:
 

  • Project Management Expertise: 
  • Government Projects: Thorough understanding of government project management principles and procedures, including procurement, contracting, and public oversight.
  • Construction Project Management: Knowledge of construction scheduling, cost control, quality assurance, and risk management.
  • Development Review & Permitting: 
  • Expertise in private development permit processing, plan review, and inspection procedures.
  • Ability to assess and approve plans based on codes, regulations, and engineering principles.
  • Codes & Regulations: 
  • In-depth knowledge of relevant Federal, State, and local codes and regulations governing civil engineering and public works projects.
  • Ability to interpret and apply these regulations effectively.
  • Materials & Equipment: 
  • Familiarity with the properties uses, and limitations of various materials and equipment used in public works construction.
  • Public Sector Operations: 
  • Understanding of public sector organization, operations, and best practices.
  • Knowledge of budgeting, financial management, and procurement processes within a government context.
  • Interdisciplinary Collaboration: 
  • Ability to effectively collaborate with other engineers, planners, architects, contractors, and stakeholders.
  • Strong communication and interpersonal skills.

Technical Expertise: 

  • Analyze and evaluate data: Critically examine technical data, construction documentation, and engineering plans to identify potential issues and develop solutions.
  • Apply engineering principles: Apply advanced engineering theories and principles to solve complex problems and design innovative solutions.
  • Interpret and apply regulations: Understand and apply relevant codes, regulations, and safety standards accurately and precisely.

QUALIFICATIONS

Education and experience:

  • Ten years’ experience in professional civil engineering, including project and program management
  • Bachelor’s Degree in Civil Engineering or related field 
  • Master’s Degree preferred.
  • Public sector work experience preferred.

Licenses and certificates:

  • Valid Washington State driver’s license 
  • Registration as Professional Engineer with the State of Washington required

  Selection Process

  • Note, the City may review existing application pools to fill this position or use this pool to fill future vacancies.

 Offers of employment are conditional based on the candidate successfully passing both background and reference checks. Internal candidates are subject to passing a new background if the previous check was conducted more than six months ago.

Additionally, new hires relocating to the area are required to have Washington State residency within 30 days of their start date to comply payroll tax purposes.
