One in the Department of Public Works - Land and Property Development Division and the other in the Water and Sewer Utilities Department. The Department of Public  Works is also interested in developing a list of interested applicants for potential future vacancies within the Department’s Design Division and Field Services Division. Water and Sewer Utilities Department

Department of Public Works
The Department of Public Works seeks a result-oriented and innovative engineer to serve out the Department's mission to provide the highest quality public works services to the residents of Santa Clara, the development community, and our customers in a responsible and efficient manner. The ideal candidate will have engineering experience, excellent project management skills, and a strong oral and written communication background. Additionally, experience working in a team environment on significant projects, including working collaboratively with developers, contractors, technicians, field staff, outside agency staff, and the general public is essential to success in this position. The Department has focus areas that include Engineering Services and Operations and Maintenance.  Engineering Services is comprised of five divisions: Administration, Traffic, Design, Land and Property Development, and Field Services.  For more information about the Department of Public Works please visit the department website.
 
There is currently one position available within the Land Property Development Division working on a high-profile, multi-year, multi-billion-dollar development in a public-private partnership between the City of Santa Clara and the Related Santa Clara development. Experience with an extensive, multi-phase, long-term development plans is desired. The Department of Public Works is also interested in developing a list of interested applicants for potential future vacancies within our Design Division and also the Field Services Division.

For the Design Divisionany future positions require experience in capital improvement projects for various city infrastructure improvement programs to prolong its service life and enhance our residents' and customers' experience.  For the Field Services Division, any future positions require experience in managing construction activities for capital improvement projects as well as inspection services for City encroachment permit activities.

The Positions

Water and Sewer Utilities Department
The Water and Sewer Utilities Department is looking for an experienced, results-oriented, team player with excellent oral and written communication skills. There is currently one Senior Engineer position available in the Water and Sewer Utilities DepartmentThis Senior Engineer position performs project and construction management for all water, recycled water, and sanitary sewer infrastructures. In addition, this position performs plan reviews for encroachment and Building permits. The position requires experience in design and construction management of water infrastructure improvement projects including potable water and recycled water main replacement, sanitary sewer maintenance, ground water wells and storage tanks.
 
Department of Public Works
The Department of Public Works is looking for a candidate with engineering experience, excellent project management skills, and a strong oral and written communication background to fill the role of Senior Engineer within the Land and PropertDevelopment Division.  This position requires experience in the development and design review of encroachment permit improvements and planning level documents for private development projects. The successful incumbent will perform high-level, fast-paced engineering work relating to the permitting, design, and construction of work within the public right-of-way and on City property. This position will be primarily focused on the Related Santa Clara development. This development is a high-profile, multi-year, multi-billion-dollar development directly across Tasman Drive from Levi's Stadium and is the result of a public-private partnership between the City of Santa Clara and Related Santa Clara. The 240-acre project consists of 9.2 million square-feet of development and is primarily built on the closed Santa Clara landfill on City property
 
The Department of Public Works may also have a future additional vacancies in the Design Division and the Field Services Division and will be developing a list for these positions.
 
For the Design Division, the Senior Engineer position requires experience in capital improvement projects programming, administration, and management for various city infrastructure improvement programs, including pavement, roadway/traffic signals, storm drain, sanitary sewer, parks, Fire and Police facilities, libraries, and other public facilities. The Design Division also coordinates with the Federal Emergency Management Agency for the Community Rating System (CRS) program to maintain the City’s Class 8 rating. Finally, as part of infrastructure management, the Design Division leads efforts to prepare master plans for sanitary sewer and storm drain infrastructure.
 
The Field Services Division provides construction management, construction inspection, materials testing, and surveying for capital improvement projects.  These projects include pavement rehabilitation, roadways, traffic signals, storm and sanitary sewers, parks, building improvements and other public improvements.  The Field Services Division also provides construction inspection and coordination for developer/private construction of public improvements within the City’s right-of-way. The Senior Engineer in the Field Services Division has the following key responsibilities: 1) construction engineering and management for City capital projects; 2) contract administration for City capital projects; 3) supervision of public works inspectors; and 4) oversight of inspection activities for capital projects and encroachment permits for developer/private improvements within City right-of-way.



MINIMUM QUALIFICATIONS:

EDUCATION AND EXPERIENCE

  • A Bachelor's Degree in Civil Engineering from a college or university that is accredited by the Accreditation Board of Engineering and Technology (ABET).
  • Five (5) years of progressively responsible experience in civil engineering office and field work performing professional level engineering work.
Possible Substitutions
  • A Master's Degree in any branch of Civil Engineering from an accredited college or university may be substituted for one (1) year of experience.

LICENSES & CERTIFICATION

  • Possession of a valid California Class C driver's license is required at time of appointment and for duration of employment.
  • Registration as a Civil Engineer in the State of California is required at time of appointment and for duration of employment.
  • Other licenses and certificates directly related to the Civil Engineering field (e.g. Geotechnical Engineer, Traffic Engineer, Structural Engineer, Land Surveyor, Qualified Storm Water Pollution Prevention Plan Developer (QSD), Qualified Storm Water Pollution Prevention Plan Practitioner (QSP)) is desirable.
OTHER REQUIREMENTS
  • Prior to hire, candidates will be required to successfully pass a pre-employment background check, which may include employment verification, a DMV record check, a criminal history check, and Department of Justice (DOJ) fingerprinting. Any information obtained will be used to determine eligibility for employment in accordance with the law. A conviction history will not necessarily disqualify an applicant from appointment; however, failure to disclose a conviction when required will result in disqualification from the recruitment process.
  • A medical examination will be required prior to appointment.
  • May be required to work shifts, weekends, and odd and unusual hours in the performance of duties and emergency situations.
  • Must be able to perform all of the essential functions of the job assignment.
Meeting the minimum qualifications does not guarantee admittance into the examination process.  Only the most qualified candidates who demonstrate the best combination of qualifications in relation to the requirements and duties of the position will be invited to test. Candidates must attain a passing score on each phase of the examination process to qualify for the Eligible List. A department interview will be required prior to appointment.

PERMANENT CITY EMPLOYEES PREFERENCE POINTS
Current permanent employee candidates who receive a passing score on the examination will have an additional five (5) points added to his/her final score.
