SUMMARY:

Under the direction of the District Engineer. Coordinates subdivision development activities, including wastewater collection system design, design review and inspections; participates in collection system master planning studies, capacity studies, cost estimates and reports; and meets with developers, engineers, contractors, suppliers, government personnel, and the public.


ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.


1. Responsible for coordination of subdivision wastewater collection system projects with the public, design engineers, developers, contractors, consulting engineers, and other District staff. Includes coordination of line extension agreements (LEA), escrow agreements, easements, plats, construction specifications and standards, and other contractual documents.
2. Performs preliminary and final design review of wastewater collection system projects.
3. Conducts preconstruction meetings for wastewater collection system with developers, engineers, and contractors.
4. Performs inspections and coordinates with other District Inspectors for inspections of collection system extensions and private laterals.
5. Reviews plats for conformance with District standards.
6. Participates in wastewater collection system master planning studies, including selecting location, sizing, cost estimates, rights-of-way, and prepares related reports.
7. Performs wastewater line capacity studies including data evaluation, and preparation of recommendations and conclusions.
8. Coordinates with and prepares reports for federal, state, county, and local government agencies.
9. Attends Board of Trustees and local public meetings as needed.
10. Responds to emergency calls as needed.

EDUCATION and/or EXPERIENCE: Bachelor of Science degree (B.S.) from 4-year college or university in engineering-related field, EIT Certification, and 2 years of directly related experience. Directly related experience includes the design, design review, construction management, master planning, and flow monitoring/modeling of wastewater collection system projects.


LANGUAGE SKILLS: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, customers, and the general public.


MATHEMATICAL SKILLS: Ability to work with mathematical concepts such as probability and statistical inference and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.


REASONING ABILITY: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.


CERTIFICATES, LICENSES, REGISTRATIONS: Valid Driver License and EIT Certification. ICS-100 and -200 Certificates, or must obtain within six months of hire.


OTHER SKILLS and ABILITIES: Understanding of wastewater collection system design, flow monitoring/modeling, and wastewater construction. Must be skilled in computer operation. Working knowledge of Microsoft Office Suite, AutoCAD and ESRI ArcMap. Must have excellent oral and written skills.

While performing the duties of this job, the employee is frequently exposed to associated wastewater gases and raw wastewater. The employee occasionally works near moving mechanical parts and in outside weather conditions. The employee is exposed to open construction sites and excavated trenches, conditions of natural terrain, and is occasionally required to make a confined space entry. The employee is occasionally required to work in automobile traffic. The noise level in the work environment is usually moderate, and occasionally loud.
