Reporting to the City of Portsmouth Director of Public Works, this position assists in division level management and administration of the Parking and Transportation Division; including assessing traffic flow, traffic safety, transportation services and parking services, and working to improve operations; implementing policies and procedures; directing work activities and supervising personnel.
BS in Civil Engineering, 5 to 7 years’ experience in Traffic Engineering, Transportation Planning, Highway Design, and Construction. NH PE license required, or ability to obtain license within 6 months of hire. LPA Certification and IMSA Certification a plus. Candidate should have strong knowledge of planning and design of traffic flow, knowledge and experience in traffic signal operations and signal controller programming, traffic impact studies, traffic calming measures, complete streets concepts and designs, writing ordinances, public parking and transportation; familiar with intergovernmental relationships; have strong communication, organization, supervisory, budgetary and administration skills. Familiarity with MUTCD, AASHTO Green Book, Synchro software, ITE Parking and Trip Generation Manuals is preferred.
