IRWD is accepting applications for an Engineer, in our Water Resources department, who under general direction, plans and oversees the planning, design and preparation of plans, specifications and cost estimates for a variety of water and energy projects.  Coordinates various planning efforts and serves as project manager.  Performs engineering duties for a range of projects involving salt management, energy efficiency, greenhouse gas emissions, renewable energy technologies, water resources and water banking.


This is the full journey level in the professional engineering series.  Positions at this level are distinguished from lower levels by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative.  This position may exercise technical and functional supervision over less experienced staff.


  • Design, develop or evaluate projects, programs or opportunities related to salt and energy management as well as water resources and water banking.

  • Prepare economic analyses, as needed, to determine the cost-effectiveness of projects and provide written recommendations.

  • Act as Project Manager/Engineer for simple to moderately complex planning, design, and construction projects.

  • Coordinate with the District’s Electric Service Provider in managing and analyzing the electric accounts receiving direct access service.  

  • Review designs submitted by consultants, developers, and other entities for compliance with standards.

  • Coordinate maintenance, repair and replacement activities for water banking facilities.  

  • Prepare reports related to the District’s compliance under the Sustainable Groundwater Management Act.

  • Review and approve Engineering Reports for dual plumbed recycled water projects.

  • Prepare Requests for Proposals for retaining consultants on engineering and planning projects.

  • Prepare correspondence and reports in a professional manner complying with District standards.

  • Prepare agenda items and supporting material for Committee and Board action.

  • Develop preliminary and final designs for a wide variety of engineering projects.

  • Provide input to the preparation of environmental impact reports, negative declarations, and notice of exemptions.

  • Maintain records of work progress and expenditures of project funds; prepare progress estimates.

  • Prepare contractual documents on design and construction projects.

  • Review shop drawings and other construction submittals for compliance with the approved plans and specifications.

  • Review work of and give instruction to technicians and consultants.

  • Track industry developments and emerging technologies especially involving salt and energy management as well as renewable energy.

  • Serve on various industry committees as needed as a representative of IRWD.

  • Comply with District safety work-related practices and attend relevant safety training.

  • Responsible for all other work-related duties.



  • A combination of education and experience equivalent to a bachelor’s degree in civil, mechanical or electrical engineering or a related field, and experience as described below. For degrees obtained outside of the U.S., an official equivalency evaluation is required. 


  • Five years of professional engineering experience, preferably with a public agency or consultant/contract provider to a public agency.
  • CAD experience desirable.

License/Certifications Required

  • Possession of a valid California Class C driver’s license is required.

  • State of California Professional Engineer (P.E.) registration is required.
