Supervising Engineer (Creek Flood Risk Reduction)
This engineer position will be responsible for supervision of a project delivery team of engineers and technical staff within the Watershed Protection Department’s Project Design and Delivery group. The candidate would be responsible for overall team management, meeting performance goals and objectives; operational and capital improvement budgets; coordination for project planning; design and construction of projects related to stormwater management.
The team is primarily responsible for implementation of capital improvement program (CIP) and in-house design projects for the purpose of managing risk to life, health and property from creek flooding. This is accomplished through asset management practices for existing flood control structures as well as implementation of new flood mitigation strategies. The team will also contribute to the work of other missions of Watershed Protection such as the localized storm drain system, stream restoration/erosion repair and water quality stormwater controls as determined by the department priorities.
The primary function is to provide responsible leadership for a team in the identification of potential projects, make work assignments and provide accountability of project delivery performance for the portfolio of projects assigned to the team. This includes conducting feasibility studies, preliminary engineering, developing design plans and providing construction phase oversight. The supervisory position may also take on individual design projects to contribute to the team’s output. Other activities for which the supervisor would be responsible include technical assistance to internal/external customers and responding to more complex citizen drainage problems. The candidate should have strong technical knowledge and experience in applying engineering principles and practices related to stormwater management. This includes the disciplines of hydraulics, hydrology and other closely related fields in water resources. The candidate must possess the interpersonal skills needed to interact with citizens when explaining technical matters and describing City levels of service related to drainage infrastructure management. The candidate must possess successful experience in leadership when interacting with field crews and other internal professional staff. The ideal candidate will be collaborative, highly motivated and work well with others in a team environment. The ideal candidate will have direct experience in project planning, sponsorship and/or project management for stormwater infrastructure improvements.
- Knowledge and experience in the planning, design and construction of stormwater infrastructure improvement projects.
- Demonstrated success in providing leadership for a project delivery team.
- Project Management Professional Certification.
- Ability to communicate effectively orally and in writing.
- Knowledge and experience in water resources engineering including hydraulics, hydrology, and stormwater asset management.
- Knowledge of City of Austin Land Development Code.
- Experience in long-range planning of stormwater management projects.
- Ability to travel to more than one work location.
Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Engineering, plus eight (8) years of related experience acquired either before and/or after licensing as a professional engineer, including two (2) years of which were in a lead or supervisory capacity.
